In 2004,in order to meet the needs of the social and economic development for highly skilled,highly qualified professionals,the Ministry of Education proposed that higher vocational colleges should develop "order-style" personnel training.By introducing the concept of "order" into vocational education,we should emphasize the characteristics of the supply according to the demand for enterprises 'posts,and train talents according to the needs of enterprises.While satisfying the employment demand of enterprises,the problem of students' employment is solved,at the same time,improving the quality of talent training and employment rate of higher vocational colleges,achieving win-win results among enterprises,students and colleges.However,the medical and health industry has its own uniqueness.The development of "order-style" personnel training in medical higher vocational colleges lags behind,mainly in three aspects: First,hospitals,as the mainstay of the medical and health industry,are basically government-sponsored public hospitals.The talent introduction policy is greatly constrained by the government's personnel system policy,and the hospital's "order-style" talent demand cannot be fully released;Second,the training cycle of health personnel is longer.Medical colleges and universities can not actively adapt to the needs of the development of health service mode under the new medical reform conditions in terms of discipline setting,personnel training structure and school-running level.The training of health personnel can not meet the needs of the development of medical and health undertakings at the grass-roots level in rural areas and communities.The phenomenon of unemployment coexists with unemployment;Third,the cost of medical personnel training is high,and the government's insufficient investment in medical education is still widespread,and the policy measures to promote the reform and development of medical education are still imperfect,which has become an important factor restricting the development and improvement of medical education in China.Therefore,this paper takes the new public service theory as the theoretical guidance,takes Henan Medical College's "order-style" personnel training model as an example,analyzes and summarizes the existing problems and reasons in the "order-style" personnel training model of medical higher colleges,and puts forward suggestions and countermeasures for existing problems.This paper is mainly composed of three parts,divided into five chapters.The first part is the basis of this paper,which mainly explains the background,purpose,significance,thoughts,methods of this study,innovations and deficiencies,as well as the review of previous studies at home and abroad,and introduces the relevant concepts and theoretical basis of this study.The second part is the focus of this paper,to medical vocational colleges “ordering model” of talent training analysis of the situation and existing problems,is mainly composed of the second and the third chapter,from the introduction of Henan Medical College's "order-style" personnel training model,analysis problems in the exploration of "order-style" personnel training,and analyzes the causes of problems.The third part is the expected result of this article,which consists of the fourth and fifth chapters.The core is to put forward countermeasures and draw conclusions.The innovation of this paper is based on the realistic practice of health personnel training and focuses on the future development of the medical and health.It tries to explore and analyze the development and innovation of education in medical higher vocational education from multiple aspects and perspectives such as theory and practice,system and policy.
