Study On The Implementation Effect Of The Policy Of Combining Medical Care With Nursing Care In Guangxi

With the acceleration of population aging and the rapid development of social economy in China,the needs of the elderly are not limited to the traditional life care services,psychosocial services,elderly cultural services and so on.The demand for "medical care" for the elderly is becoming more and more urgent.In this context,the pension market has emerged a "combination of health care" pension model to meet the diversified needs of the elderly.The government has also formulated relevant policies to support and support the development of the model of medical and nursing integration,so as to promote the effective integration of medical resources and pension resources,and ensure the effective development of the model of medical and nursing integration.From the perspective of public policy,the complete policy process also includes the implementation and implementation of the policy.This paper,from the perspective of public policy evaluation theory and welfare pluralism theory,based on the implementation of the policy of combining health care with health care in Guangxi,explores the implementation effect of the policy of combining health care with health care in Guangxi.Select literature research,fieldinvestigation,interview and questionnaire survey methods to collect evaluation data,determine evaluation indicators according to policy objectives,and evaluate the effect of policy implementation from macro,meso and micro levels.At the macro level,interviews are used to understand the evaluation of the implementation effect of the policies of medical and nursing integration in Guangxi by the relevant formulation and implementation departments;at the meso level,the implementation effect of the policies is evaluated from four aspects: the construction of medical facilities,the level of medical and nursing services,the medical and nursing personnel and the medical security mechanism;and at the micro level,the satisfaction survey is used to analyze the implementation effect of the policies.Meaning impact factors,and the satisfaction of the elderly living in traditional nursing homes and health care combined nursing homes were compared,reflecting the implementation effect of the health care combined policy.From the result of policy evaluation,the policy of integration of medical care and nursing in Guangxi has been effectively implemented,and has achieved some results.The elderly satisfaction of the medical care and nursing institutions is higher.The mode of integration of medical care and nursing is one of the factors affecting the satisfaction of the elderly living in Guangxi.However,the following problems still exist in the process of policy implementation:Institutional maintenance,nursing and medical functions are not uniform;High-level medical and nursing personnel shortage,high brain drain rate;poor operation of institutions,uneven quality of medical care;unbalanced coordination between departments,lagging behind the policy text.For the problems in policy implementation,there are mainly the following reasons:unclear definition of medical care,imperfect cooperation mechanism;insufficient support for intellectual talents;immature NGO organization development,lack of coordination among multiple subjects;bureaucratic management system,unclear development orientation.In view of the existing problems,the author puts forward some countermeasures and suggestions from the perspective of welfare pluralism: the government should play a leading role,improve the industry development system and security mechanism;pension institutions should enhance management level,improve service capacity,and provide high-quality pension services;the society should enhance the sense of responsibility,and do a good job in supporting the cause of pension;Families should act as relying roles and provide emotional support.
