Research On The Implementation Of The Policy Of Combining Medical Care And Elderly Care Services By The Grassroots Government In S Cit

At present,China is the country with the largest elderly population in the world.In recent years,the degree of aging of the population has been deepening,and it has the characteristics of a large base and a rapid growth rate,and the number of elderly people who need nursing care is increasing year by year.The combination of medical care and elderly care came into being to adapt to the development of the times.All localities actively explored the operation mode of the combination of medical care and elderly care.After several years of exploration,the combination of medical care and elderly care has been developed to varying degrees.Since 2016,the government departments of S City have issued a series of relevant policies to promote the development of the combination of medical care and elderly care.However,from the survey results,the policy of combining medical care and elderly care in City S has not achieved the desired effect.This research adopts the methods of literature study,questionnaire survey and interview,and makes use of Smith’s policy implementation theory and Maslow’s hierarchy of needs research on the implementation of grass-roots government’s policy of combining medical care with endowment service.First of all,this paper defines the concepts of combination of medical treatment and maintenance,public policy implementation and grass-roots government,and introduces the relevant theories.Then combing the country,Shandong province and S City issued the medical care and pension service policy,with s city medical care and pension service policy as the object of study,through a variety of methods to collect and consult medical and health-related information in S City.The results showed that there were still many problems in the implementation of the policy of combining medical care with endowment service in S City.Through the analysis,it is found that there are the following reasons: the limitation of the policy of combining medical care with endowment service;the insufficient implementation of the policy by the executive organization;the low degree of identification of the target group;and the need to improve the policy implementation environment.Then from the sound policy-making mechanism;improve the policy and regulation system;overall coordination of the implementation of the main health care policy for the elderly;To strengthen the training,to build up the talent team,to establish a good environment for carrying out the policy of combining medical care with endowment service,and to put forward practical countermeasures and suggestions,with a view to s city and even the national health care combined with the implementation of the elderly service policy to help.
