Research On The Policy Implementation Of Abolishing Drug Price Markups In A Public Hospital In Yunnan Province

Aiming to effectively control the increase of medical expenses,reduce the burden of the Chinese people for the medical care,and build a benign medical price system and a medical institution’s operating mechanism,the government launched a new type of medical reform in 2009,it meant that supply-side reform of medical and health system would be carried out.With the continuous deepening of the new medical reform,the reform of public hospitals with the elimination of the drug price addition policy has become the core link of the new medical reform.By the September 2017,the reform of public hospitals has been comprehensively carried out,therefore all public hospitals in the country were canceled the drug price addition.From the perspective of the policy implementation,this paper studies and analyzes the research status of cancellation of drug price addition policy and the reform of public hospitals at home and abroad through the literature analysis method,and reviews the relevant history,and makes a theoretical analysis about the cancellation of the drug price addition policy based on the public production theory,market failure theory as well as the health economics and other theoretical knowledge;Based on the case analysis and data analysis,the cancellation of drug price addition policy for a comprehensive public hospital in Yunnan Province will be analyzed.The financial investment after reform is insufficient,the income pattern of medical services is unreasonable,the cost of the health and the inspection and testing continues to grow,and the drugs management has become a pure cost expenditure,the payment of medical insurance is unreasonable,and the decline of the drug prices is limited,all of these problems are put forward.The factors affecting the implementation of the drug price addition policy are analyzed from the three aspects of the characteristics of the policy,the factors related and unrelated with the policy based on the comprehensive model of the policy implementation,and finally to further effectively cancel the policy of drug price addition,the scientific financial subsidy mechanism,the pretty medical service price system,the strengthened internal management of public hospitals,the added pharmacy service fees,the reformed payment methods in medical insurance as well as the proper supply-side reform of the pharmaceutical industry.
