The 13th Five-Year Plan for Deepening the Reform of the Medical and Health System clearly calls for the reform of the payment method for medical insurance,and encourages medical institutions to adopt the payment method according to the Diagnosis Related Groups(DRGs).In order to seriously implement the general requirements of the State Council,the health authorities of the Z province require Western medicine hospitals to implement DRGs performance evaluation from the first half of 2017,and gradually promote it to traditional Chinese medicine hospitals in 2018.According to the fees of the DRGs,the data of this information system is derived from the home page of the patient's hospitalization.The standardization of homepage information directly affects the possibility of quality evaluation,which has higher requirements for the overall level of the medical record statistics industry.The medical records statistics industry is a comprehensive medical management industry that integrates professionalism,technology,and science.In the continuous updating and development,there are some weak links and problems that need to be solved.Medical records information management belongs to the management of social health undertakings and is part of public utility management.This article takes the theme of "Research on Capacity Building of Public Hospital Disease Records Statistics Industry under the Background of DRGs" as the theme,and takes theoretical discussion and empirical research as the logical main line,and adopts a variety of research methods.Through questionnaire survey,interview,system analysis,comparative analysis,etc.,the paper analyzes the status quo of the medical record statistics industry in 12 public hospitals in Z Province and points out the outstanding problems in the medical record statistics industry:the lack of uniform norms in the medical record statistics industry,and the imperfect incentive system;The staff record management consciousness in the industry is relatively weak,the staffing is insufficient and the dynamic adjustment defect exists;The information system configuration is insufficient,the information level is low,and the information level of hospitals at all levels is uneven.At the same time,DRGs are still foreign goods and lack systematic training.This article introduces the concept of public management and discusses the capacity building of the disease statistics industry based on the development background of DRGs.It not only strengthens the practicability of the new public management theory,but also pays more attention to the incentive function of the public hospital capacity-building theory,the connotation of the new public management theory,and the related theory of human resources management.Emphasize the dimensions of performance and service in the new public management theory,and put forward corresponding measures and suggestions:First,improve the competition incentive mechanism.Under the guidance of the new public management theory,from the aspects of scientific research,work,career planning,etc..Introduce the idea of competition incentive into the human resources of the medical record statistics industry;Second,we need to strengthen the ability of workers in the field of medical records statistics in public hospitals,strengthen the training and learning of professionals in keeping with the times,improve the assessment mechanism for industry personnel,and positively guide employees'work behavior and work performance.Thirdly,we need to improve the informatization of the medical records statistics system,establish a framework for the informatization planning of the medical records statistics industry,and establish and improve the data interface and unified standards and procedures of the medic,al record management information system for public hospitals.Fourth,actively carry out the research and exploration of DRGs,improve the supervision mechanism of medical institutions,so as to optimize the allocation of resources in the medical record statistics industry.
