| In order to solve the problem of "difficult and expensive access to medical services",reasonably allocate medical resources,and guide patients to seek medical treatment in an orderly manner,China’s new round of medical and health system reform is aimed at establishing a hierarchical medical system.The construction of medical consortium is an important measure to implement hierarchical diagnosis and treatment,and the cross-regional specialist alliance is one of the modes of medical consortium construction.Based on the above logical relations,this paper has practical significance and application value for the research of cross-regional specialty alliance.The theory of public goods provides a footnote for this paper to demonstrate the authority and rationality of the medical and health system reform led and promoted by the government.The system theory is helpful to expound the hierarchical relationship between the medical and health system reform from the design of hierarchical medical system to the construction of medical consortium and to the establishment of cross-regional specialized medical alliance.Why the formation of cross-regional medical specialty alliance? The purpose is to deal with the shortage and uneven distribution of specialized medical resources,improve the lack of technical services at the grassroots level,and make full use of high quality medical resources to benefit the people.The characteristics of cross-regional medical alliance mode is that the original system and operation mechanism remain unchanged,and the professional technology is the core link of the alliance,aiming at solving the imbalance of medical resources between regions.The innovation of cross-regional specialty medical alliance is not only reflected in the establishment of a win-win cooperation platform based on specialty,but also in the establishment of medical specialty technical assistance alliance and more targeted training of professional talents.As for the advantages of cross-regional specialty medical alliance,obviously,it is conducive to promoting the sinking of specialized high-quality medical resources,improving the ability to prevent and treat major diseases and rapidly improving the overall service ability to cope with specialized diseases.Henan pediatric medical alliance is a typical representative of cross-regional specialist medical alliance,it is formed not only by units and union members,and also with union principle and organizational framework.The operation of the union has achieved a big success of the alliance,including communication to booster fusion,dislocation development to promote win-win cooperation and build a level 4 medical service system,greatly improves the basic technical service ability.However,it must be noted that Henan pediatric medical alliance has encountered some difficulties in its current operation,such as loose organization of the alliance,limited power of the board of directors,imperfect performance appraisal mechanism,Two-way referral operation is not smooth,leading hospitals are overloaded and so on.The reasons of leading to the dilemma include objective factors,For example,the cross-regional medical alliance is a new attempt that needs to be explored,the restriction caused by the original system.And the subjective factors are: the concrete operation of top-level design is not detailed enough,particularly the interest demand of the members of the alliance is an unavoidable problem.Therefore,it is imperative to seek effective ways to promote the development of cross-regional medical specialty alliances.First,to strengthen policy guidance and system supply from the external perspective of the alliance,improve and refine relevant supporting standards and methods,empower the alliance to develop closer.Second,the alliance should focus on strengthening information construction and communication,speeding up technology dissemination and innovation,and balancing the interests of all parties in the alliance. |
