Research On Evaluation Of Hospital Informatization Construction Level Based On Evidential Reasoning

Objectives:By investigating the level of informatization construction of public hospitals above second-level in Anhui Province,evaluating the level of informatization construction of public hospitals above second-level in Anhui Province,understanding the general situation of informatization construction of hospitals in Anhui Province,analyzing the differences of scores of hospitals in different regions,comparing the differences of scores of hospitals at different levels,and comparing the specific scores of indexes of informatization construction of hospitals participating in the evaluation,the objective of this paper is to grasp the current situation of hospital informatization development in Anhui Province and clarify the direction of hospital informatization development in Anhui Province.Methods:On the basis of policy interpretation of National Standards and Specific ations for Hospital Informatization Construction,penalty adjustment factors were introduced to distinguish soft and hard indicators,and an evaluation index system of hospital informatization construction level was constructed,which included 22 first-level indicators,78 second-level indicators and 262 third-level indicators.Through the construction of "Anhui Hospital Informatization Direct Reporting System",the information data of public hospitals above second-level in Anhui Province were collected,and the evidence reasoning theory was used to calculate the final utility value of each hospital.Results:(1)A total of 142 hospitals in 16 cities in Anhui Province participated in the survey,including 97 second-level hospitals and 45 third-level hospitals.(2)The overall score of hospital informatization construction level in Anhui Province was 56.56(percentage system);The scores of central,southern and northern Anhui were 53.51,51.90 and 51.04 respectively;Chuzhou ranked first with a score of 55.64 and Suzhou ranked last with a score of 44.14.(3)The scores of the five chapters from high to low are: 60.6 for "information platform",57.63 for "security protection",57.45 for "emerging technology",54.66 for "business capability" and 52.48 for "infrastructure".(4)The average score of third-level hospitals was 55.77,and that of second-level hospitals was 56.32.However,the scores of the indicators of third-level hospitals were close,while the scores of the indicators of second-level hospitals were quite different,and the scores of "human resources management" were higher.(5)The average scores of the first-level indicators were 52.13 for " convenient services",56.07 for "medical services",49.81 for "medical management",53.97 for "medical collaboration",53.15 for "operational management",53.83 for "logistics management",56.20 for "scientific research management",48.32 for "teaching management",68.48 for "human resources management",64.76 for "information platform foundation",56.44 for "platform service integration",52.12 for "computer room foundation",54.74 for "hardware equipment",50.58 for "basic software",57.61 for "data center security",54.85 for "terminal security",57.51 for "network security",60.53 for "disaster recovery backup",60.84 for "big data security technology",46.25 for "cloud computing technology",61.78 for "artificial intelligence",and 60.93 for "Internet of Things".Conclusion:The level of hospital informatization construction in Anhui Province has basically reached the national standard at the present stage,and the overall level of construction is good,but there is a certain gap in the level of hospital informatization construction among different regions and cities.Among them,although the actual level of informatization construction of the third-level hospitals in Anhui Province is higher than that of the second-level hospitals,the gap between the third-level hospitals and the second-level hospitals is not large enough.On this basis,hospitals in Anhui Province should maintain the hospital informatization construction,and build hospital informatization well and excellently.At the same time,hospital managers should also pay attention to the unbalanced development level of hospital informatization in the province and fill in the level of hospital informatization in different regions.On the basis of comprehensive development,the third-level hospitals in Anhui Province should further increase the pace of development and continuously improve their performance,while second-level hospitals should pay attention to balanced development and comprehensively improve the level of hospital informatization on the basis of solving the current difficulties.
