Research On The Reform Of Basic Medical Insurance Payment Mode In Jinning District,Kunming

China has the largest medical insurance network in the world,and the number of insured people has reached 1.27 billion.With the rapid economic developments the level of social security has been improved,and the awareness of the society and the concern of the public has been constantly improved,medical insurance has become a very important social content and economic indicators in the current process-of economic and social development,the medical cost remains high.Multiple problems are impacting the medical insurance system so,the medical and health system reform is an urgent task at present.Our country has been continuously exploring and deepening the medical and health system reform and medical insurance system reform,the medical insurance payment method is the core content of the two,to guide a good medical environment and guarantee medical insurance fund balance of payments, control unreasonable medical insurance fund expenditure,let the health insurance fund maximize its effectiveness,it's really urgent to reform the medical insurance payment method.China has been actively exploring ways to further deepen the reform of medical insurance system and promote the reform of medical and health system through the reform of medical insurance payment method.Which can guarantee health insurance fund balance of payments,reduce the financial burden,decrease the degree of dependence on finance,and also guarantee health insurance participants enjoy reasonable health care treatment in the designated medical institutions,at the same time,through economic means to control the non-compliance behavior,control the unreasonable growth of medical expense,thus ensuring the sustainable development of the medical insurance system.Through combing the Jinning's development of the payment of primary medical and health insurance and the movement area of the payment method of medical and health insurance,This article focuses on the reform of the medical insurance payment of jinning total area and the implementation of the DRGs system to investigate and analyse,study the advantages and disadvantages of the two kinds of payment,to find a payment method which is more suitable for the development of Jinning's medical insurance.First of all,since the total payment operated,it has strengthened the cost control consciousness of various hospitals,improved the use efficiency of medical insurance funds,but also had some negative effects driven by interests,reduced the enthusiasm of medical staff,affected the fund operation of hospitals,and increased the difficulty of medical insurance management.Secondly,the pilot operation of DRGs has raised the requirements for the technical strength,professional level and informatization degree of medical institutions,and also provided new ideas for the reform of payment methods.Through the comparative study of domestic and foreign medical insurance payment methods and operation conditions,it is found that each country has a payment method that conforms to its specific national conditions.As the southwestern region with weak economic development,Jinning has summed up a set of targeted payment methods and put forward constructive Suggestions.
