Study On The Payment Mode Reform Of Basic Medical Insurance In X City Of Shanxi Province

With the continuous development of modern society,economy and culture,the quality of the whole people has generally improved,and basic medical insurance has gradually become an important medical garantee for Chinese social residents.The establishment of the basic medical insurance system has made a very important contribution to the social stability and peaceful development of our country.However,the problems of irrational distribution of medical resources,wasted medical insurance funds and the increased pressure on medical insurance payment mode are widespread in China at this stage.There are two reasons about that.On the one hand,with the advancement of medical technology,the realization of full medical insurance coverage and the aging of the population,the demand for medical treatment of Chinese residents has gradually been released,and medical expenses has increased rapidly,causing great pressure on medical insurance funds.On the other hand,the first medical insurance payment mode used was called pay-by-project,that is,the medical insurance institutions pay related expenses according to the kind and quantity of medical services provided by the medical institutions to the insured.In this kind of payment,in order to increase profits,medical institutions must provide the insured patients with excessive medical services,resulting in waste of medical resources and high medical expenses,which will not only affect the medical insurance fund,but also increase the burden of medical treatment for Chinese residentss.It is also one of the reasons leading to the problem of "difficulty and high cost of the doctor".The reform and adjustment of medical insurance payment mode is the key to solve these problems and reduce the unreasonable medical expenses.In order to solve the problems prodeced by the traditional and single payment method,X city actively explores the way of basic medical insurance payment reform and it works.But the road of reform is not plain sailing,nor will it be accomplished overnight.With the reform of the payment mode of basic medical insurance,many problems emerge.This paper uses the methods of literature research,data analysis,questionnaire survey to analyze the problems faced by x city in the reform of basic medical insurance payment,and then put forward countermeasures and suggestions to solve the related problems,hoping to provide some solutions for the reform of medical insurance payment in x city.The problems existing in the reform of basic medical insurance payment mode in X city are very representative in different regions of China.I hope that I can provide some suggentions for the reform of the basic medical insurance payment mode in China through the research and analysis of this paper,so as to effectively promote the long-term and stable development of the basic medical insurance in our country.It is also hoped to play a certain reference for theoretical research in related fields.
