| In recent years,with the rapid development of China’s economy,the social security system related to various people’s livelihood issues has gradually been improved.Among them,the most relevant to the people’s livelihood security is the construction and improvement of the medical and health care system.However,compared with the solution and improvement of other people’s livelihood security issues,there are still many rooms for improvement of medical and health care.It still needs to be analyzed from many angles to effectively solve and improve the existing medical difficulties such as tight doctor-patient relationship and poor fairness in medical and health services for the people in China’s medical and health care system.Among them,first of all,we must solve the problem of private hospital reform,realize the accurate positioning of private hospitals in China’s medical security system,and performance management to ensure the social benefits and reasonable benefits of private hospitals.In April 2009,the new medical reform plan proposed by China requires the firm implementation of private hospital reform.Meanwhile,it requires private hospitals to follow the private welfare and social benefits.Therefore,this paper constructs the performance evaluation of private hospitals under the background of new medical reform as the research object,and pays attention to the relationship between doctors and patients.Comprehensively and qualitatively and quantitatively research methods are used to construct a comprehensive performance evaluation index system for private hospitals in China under the requirements of new medical reforms.The purpose is to clarify the strategy and positioning of private hospitals from the perspective of performance management of private hospitals,therefore,the overall self-efficiency and social benefits of private hospitals can be improved.Finally,this paper selects the sample to analyze the index system proposed,and proves that the index system has certain application value.The research contents of this thesis include:(1)Based on the review of the literature review of many different types of hospital performance management at home and abroad,the related theories and methods of performance management are summarized and summarized.The background,framework and main concepts of the Balanced Scorecard are highlighted.(2)The necessity of evaluating the performance of private hospitals in China and considering the relationship between doctors and patients is studied.On the basis of analyzing the advantages and disadvantages of private hospitals in China under the new medical reform,the main reasons for the intensification of the relationship between doctors and patients are discussed,including the imbalance between input and benefit,the significant gap in service level,the lack of effective communication between doctors and patients,and the lack of refined services.At the same time,it discusses the necessity of evaluating the performance of private hospitals and considering the relationship between doctors and patients.(3)Based on the balanced scorecard theory,a private hospital performance evaluation system that takes into account the relationship between doctors and patients is constructed.Based on the design principles of the indicator system,the performance evaluation index system of private hospitals is constructed around the financial dimension,internal business,process dimension,customer dimension and learning and growth dimensions.(4)The treatment,screening and empowerment of indicators in the performance evaluation system are studied.Including:non-dimensionalization and consistent treatment of indicators;irn order to avoid the redundancy of evaluation indicators,a screening index evaluation strategy based on grey correlation degree is proposed,which provides a basis for the performance evaluation of private hospitals;An integrated weighting method that gives advantage to the method.The objective weighting method selects the entropy weight method,and the subjective weighting method selects the AHP method.The combination of the two can realize the fusion of objective data and supervisory experience;the ideal matter-element extension theory is used to evaluate the weighting effect.(5)An analysis based on the performance evaluation system of Beijing Renbao Hospital is carried out.The basic situation and operation of the hospital are introduced.The screening methods and weighting methods of the proposed indicators are verified by examples,and the optimal index system and weight values are established.The overall applicability of Beijing Renbao Hospital’s performance evaluation system is verified by using the ideal matter element extension model. |
