Accompanied by the fast development of economy,society,scientific as well as medical technology and increase of population,new problems and situations that medical institutions are faced with such as a steady increase of demand for medical service and scarcity of medical human resources as well as free movement of person have come up constantly.Thus the reform which provides a more loose,flexible and democratic employment environment and personnel system is needed.Staffing is the basis of hospital management that is very important for development of human resources and realization of targets as well as construction and development of medical institutions.However,the existing staff management mode can not meet the requirement for the quick developing of medical institutions either or the demand for scientific and efficient configuration of medical human resources.Problems such as seriously imbalanced allocation of medical technicians,service workers and management personnel therefore have come up,which have limited virtuous circle and free movement of professionals,and restricted the speed of development in medical institutions.Reform of staffing system in public hospitals is quite urgent,which is also a demand for streamlining administration and delegating power.Therefore,the emergence of filing system of staffing is of epoch-making significance,which provides a solid mechanical basis for the reform of staffing system in public hospitals.It has a critical and far-reaching significance for solving the problem of unscientific allocation of human resources in public hospitals,improving service levels and revitalizing development of medical institutions.The texts of this thesis consists four parts.The first and second part are about basic theories.The third part is about situations of the reform of filing system of staffing in public hospitals in Binzhou.In the fourth part,an optimal path is proposed based on analysis of the three parts before.The author retrieved the data base of CNKI,CQVIP and Wanfang Data,learned domestic and foreign experts’ theories about basis of human resources management,research progress and achievements on reform of institutional staffing,referred to the website of the Central People’s Government of the PRC,official websites of Office of Central Institutional Organization Commission,organization committee of Shandong and Binzhou as well as Health and Family Planning Commission of different areas,collected policy documents about institutional staffing management and latest development of filing system of staffing,and also summed up historical evolution of reform of staffing of public hospitals.Then the author extracted the necessity for filing system and the implementation of the new policy.The author took part in practice of research group composed of organization committee,human resources and social security bureau,bureau of finance,audit bureau in Binzhou,did site-specific research and investigations on system of staffing in public hospitals in Binzhou,system of post management,the personnel system as well as main methods,progress,achievements,problems,future reform ideas and policy recommendations of filing system of staffing.Then the author collected and collated the retrieved documents and field research materials.The SWOT analysis is used to analyze the necessity,effectiveness,problems and challenges of reform on filing system of staffing in public hospitals in Binzhou.At last,the author proposes policy suggestions and ideas to improve the management mode of staffing in public hospitals from the perspective of macro policies and the micro-implementation rules,...
