| The development level of China’s economy is getting higher and higher,and people’s living standards are also improving,reform of the medical and health system,establishment of a sound public health service system,equalization of public health services and elevation of the health level of all citizens have become important goals and tasks of building a well-to-do society in an all-round way and achieving socialist modernization.This study analyzes the domestic and foreign relevant literatures to explore the research progress of basic public health services at home and abroad and serves as the basis for the implementation and evaluation of basic public health service projects in the Q district of Huaian City.EXCEL 2007 and statistical software SPSS were utilized to analyze and process the data,non-parametric tests and single-factor chi-square test were used to analyze whether the nature of different community health services had any impact on the implementation status of basic public health services.The study found that the health management of the elderly in basic public health services in the Q district,the health management of hypertensive patients,the health management of diabetics,and the health management program for severe psychotic patients were unequal in different types of institutions.It was also found that Institutions under different operating modes also have the problem of equalization in the implementation of the project,which is mainly reflected and analyzed through the number of funds.Combining with the actual situation in the Q district,the main cause of the problem of unequal project implementation was the fund appraisal method of “workload multiplied by the unit price”,the “disbursement mechanism for funds”,and the “distribution and expenditure” mechanism.Institutional operating mechanisms,the nature of project implementation agencies are different,and the allocation of public health personnel is insufficient.The academic qualifications and professional titles of personnel of private institutions are generally low,and the health insurance system is not perfect and the quality of service subjects is not the same.The root causes of these reasons can be analyzed from the macroscopic and microscopic perspectives,macroscopically analyzed from both the national and Q-zone levels,and microscopically related to the occurrence of related problems due toindividual differences.For the existing problems,the following suggestions are suggested.First,Q district should further refine the fund assessment program,focus on the balanced development and the Quality of the projects,and adopt the “pre-dial” fund appropriation method.Second,Q district should break the two line operation mode of revenue and expenditure,so as to explore new mechanisms for the operation of primary health institutions and introduce market competition mechanisms.Third,Q district should increase the recruitment and introduction of talents,improve the service capabilities of primary health institutions,and further strengthen the building of human resources and capabilities in public health;Fourth,The fourth is to upgrade the quality and capability of the clients as a whole and form a public concept of“prevention first”in the whole society. |
