Public Health is the first defence for health of the people, is also the most importantservices what government and society should provide for the citizens to protect their rightsof survival and health. Public health is public goods what prone to market failure, and willnot be able to enjoyed by the vulnerable groups due to poor economic conditions, so thegovernment should intervene to ensure it reached to all citizens. But after the reform andopening up, medical and health services become market promotion. health resources fromthe countryside to "withdraw" the city, resulting in three rural health service network isdamaged, and unable to meet needs of rural residents. In recent years, with the rising pricesof health services, farmers can’t pay it, and become the poverty caused byillness.Urban-rural gap in basic public health services, is not conducive tocomprehensively improve the rural population quality and enhance competitiveness inrural areas.we must overcome obstacles to China’s economic development.This thesis is based on relevant data,drawing on the index system from the inputs,outputs and results of urban and rural public healththe status, to explain thenon-equalization. And by reading relevant literature, combined with the developmentstatus of urban and rural public health, analyze the reasons of the non-equalization of basicpublic health services between the urban and rural. Finally, support for the development ofurban and rural basic public health problems and influencing factors, affecting a specific,feasible, workable suggestions.
