In the wake of the development of economy and marketization,the disposable income of residents is undergoing the sustained growth,and the number of places to be opted for medical treatment has exploded.The demand for medical services of the people has transferred from scale and quantity to quality and efficiency.With the deepening of the new healthcare reform at the same time,public hospitals are restricted from making profits in medicine,required to highlight the social public welfare orientation and emphasized to establish a sound performance system.Under this environment,the current performance appraisal system on the basis of economic benefits of public hospitals is neither in line with the provisions of the medical reform policy,nor conducive to the long-term development of hospitals.It has become the highest priority for public hospitals to build a more scientific and reasonable performance evaluation system.Taking public hospital A as an example,the paper,based on the existing theories,analyzes the current performance evaluation system of hospital A,and looks for the commonly-existed problems in the performance evaluation of public hospitals.In allusion to these problems,hospital A’s departments are divided into four categories:internal medicine,surgery,medical technology and function.In accordance with the theory of balanced score card,performance evaluation indicators are filtered,and performance evaluation indicators and their weights are determined through research and expert consultation.A scientific and reasonable performance evaluation framework of hospital A is designed.By means of data envelopment analysis method,three input indicators and three output indicators of clinical departments are determined by scientific process,and C2 R and BC2 models are selected and applied for the measurement of the relative efficiency of clinical departments.Taking the efficiency of clinical departments in 2018 as an example,the problems and improvement direction of DEA invalid departments are pointed out.By combining the balanced score cards of various departments with the efficiency of clinical departments,the performance evaluation system is constructed,the evaluation methods and standards are formulated,and the application mode,specificimplementation steps and safeguard measures of evaluation results are put forward to make the performance evaluation system of hospital A more scientific and reasonable.This study provides the guarantee for the sustainable development of hospital A,as well as the reference for the design of performance evaluation system of public hospitals of the same kind.
