Study On The Current Situation And Countermeasures Of Basic Medical Institutions In A Poor County From The Perspective Of Health Poverty Alleviation

ObjectiveBased on the background of health poverty alleviation in China,in order to better understand the current situation of health poverty alleviation in primary medical institutions of a poverty-stricken county and the progress of carrying out specific health poverty alleviation projects,this paper discusses the poverty alleviation achievements and difficulties of primary medical institutions in the process of assuming the main responsibility of health poverty alleviation,and studies the methods of improving the medical level of primary medical institutions,increasing and optimizing the access of medical resources of poor households From the perspectives of human resources,health financial funds,equipment and drug allocation,health knowledge and policy publicity,this paper analyzes the causes of the current difficulties in depth,and puts forward corresponding improvement suggestions,so that the masses can avoid returning to poverty due to illness,truly realize the healthy poverty alleviation,and lay the foundation for the implementation of targeted poverty alleviation.At the same time,I also hope to be able to see the big from the small to provide advice and suggestions for the work of health poverty alleviation and targeted poverty alleviation in a poor county.MethodsFirst of all,through the literature research method,search and view the theoretical basis of health poverty alleviation and the research results of the current situation and improvement measures of the grass-roots medical institutions in poverty-stricken counties under the background of health poverty alleviation,and check the relevant policy documents of the health poverty alleviation project in Henan Province,and then analyze the current situation of poverty alleviation and the implementation of Health Poverty Alleviation Policies of the grass-roots medical institutions in poverty-stricken counties under the background of health poverty alleviation Construction situation.Secondly,the selection of sample towns and administrative villages adopts stratified random sampling method,which combines interview,discussion and questionnaire survey.The questionnaire survey is mainly based on mobile app client,supplemented by paper questionnaire,and analyzed by spss19.0.ResultsThe high incidence of poverty caused by illness in the poor county is not only an important manifestation of the poor health status of the population in the poor county,but also an objective manifestation of the poor medical service ability and the poor health poverty alleviation ability of the poor county.The task of health poverty alleviation in the poor county to help the targeted poverty alleviation is still very arduous.The corresponding support of basic medical institutions in the poverty-stricken county needs to be further improved;the public service capacity is still insufficient;the age and category of health technical personnel are unreasonable,the level of wages and benefits and welfare security is low,the educational background is improved and the opportunity for further education is less;62.5% of township health centers and 68.8% of village health offices think that the provision of drugs cannot meet the needs of public health services;medical income accounts for the total income The proportion was 79.39%,and the medical expenditure was greater than the medical income.The main channel to obtain health knowledge and health poverty alleviation policy was to distribute propaganda manuals to health personnel,accounting for 78.2%.Poor households are more likely to "seek medical treatment nearby" and have a large demand for basic medical institutions;the proportion of self payment of medical expenses of poor households exceeds 60%,and the economic burden of disease is heavy;the awareness and participation of free screening programs for poor households are low.ConclusionLack of human resources,imperfect introduction and training mechanism,limited ability of health poverty alleviation;insufficient income and funds limit the implementation of Health Poverty Alleviation Policies;the existing drug types in township hospitals are unable to cope with health poverty alleviation;the publicity effect of health knowledge and policies is poor.In order to ensure the long-term survival and development of the basic medical institutions in the poverty-stricken county and promote the healthy poverty alleviation work,this paper comprehensively provides relevant policy suggestions for the poverty alleviation battle from multiple perspectives: in terms of human resources,we should improve the mechanism of introducing and training talents,guide the sinking of talents,and ensure sufficient human resources;in terms of financial management,we should guarantee the effective distribution of health funds and improve the utilization efficiency In terms of drugs,we should enrich the types of drugs,adjust the types of drugs in township hospitals,and boost their ability of health poverty alleviation;in terms of policy publicity,we should strengthen and innovate health knowledge and policy publicity,and help the in-depth development of health poverty alleviation.
