Study On The Current Situation And Effect Evaluation Of Health Poverty Alleviation In Poverty-stricken Areas

Health poverty alleviation policy is an important strategic measure to prevent poverty caused by diseases and returning to poverty due to diseases in the targeted poverty alleviation of the country.The study on effect evaluation of health poverty alleviation is of great significance for the realization of stable shaking off poverty.This paper uses the data of the special investigation of “targeted health poverty alleviation and population development” conducted in five provinces in 2018-2019 to evaluate the health poverty alleviation effect,in order to put forward reasonable suggestions for improving the effectiveness of health poverty alleviation.First of all,this paper makes a descriptive analysis of the state of health poverty alleviation,and makes a comparative analysis of different regions.Then according to the multidimensional poverty theory,selecting the appropriate indicators to build a multidimensional poverty index system from six dimensions of education,health,living standard,production condition,village environment and medical level of village clinics.And measuring the multidimensional poverty state in poverty-stricken areas from the perspective of health.Finally,the endogenous switching regression model was established to quantitatively analyze the health poverty alleviation effect with the proportion of per capita health spending,the proportion of patients,the perception of medical health,the perception of health state and the perception of health poverty alleviation policy as dependent variables.And studying the influencing factors of health poverty alleviation effect in depth.Eventually some feasible suggestions were put forward to provide theoretical basis for improving effectiveness of health poverty alleviation and consolidating the fruits of shaking off poverty.The results show that,(1)The awareness of health poverty alleviation project is low,and more attention should be paid to the economic burden of serious diseases.(2)The more serious the problem of poor health and medical level faced by farmers is,the deeper the degree of multidimensional poverty will be.(3)Age,income,medical habits and health care knowledge are important factors that affected the poverty alleviation effect.(4)The health poverty alleviation policy can effectively reduce the health expenditure of poverty-stricken households,but it cannot reduce the number of patients.According to the research conclusions,this paper proposes the following suggestions:(1)Focusing on the health problems of poverty population,Inclining more funds and policies to rural areas,especially the deep poverty areas.Strengthening the grass-roots units and taking multiple measures at the same time,making up the poverty areas’ shortboard of medical service capacity.(2)To achieve accurate identification,accurate treatment and promote the advancement of health intervention stage-gate with prevention first.(3)Expanding the connotation of health poverty alleviation,improving the effectiveness of health poverty alleviation,ensuring the sustainability of health poverty alleviation,and achieving a positive cycle.
