| Background:Government health investment is an important part of public financing in the field of health financing and a basic means to achieve equity in health financing in a country or region.Since the new health reform,China’s total health expenditure has been growing rapidly,but at the same time,it has also increased the burden of medical and health institutions and brought tremendous pressure to the government.With the economic development,residents’material living standards have been greatly improved.Promotion brings new challenges to deepening the reform of medical and health system.Purpose:Based on the current situation of L city government’s health investment and the results of questionnaire survey,this paper evaluates the effect of L city government’s health investment,explores the existing problems,studies the causes of the problems and the future development direction,and provides reference for the development of the city’s health undertakings.Methods:Quantitative and qualitative methods were used in this study.This paper uses literature research and questionnaire survey to obtain relevant data and data,and then carries out analysis from point to area.Firstly,it uses analytic hierarchy process to evaluate and analyze the effect of government health investment from the perspective of influencing factors with different weights.Then it uses factor analysis to evaluate and analyze the effect of government health investment from the perspective of commonness of influencing factors.Finally,it uses SWOT analysis method to analyze the effect of government health investment.The effect of student input is comprehensively evaluated and analyzed.Results:(1)Population status:From 2011 to 2017,the number of permanent residents in this city has increased year by year,and the population density has also increased year by year,which is much larger than the national population density,and is close to the population density of Guangxi.The birth rate of L city in 2014 was significantly higher than that of Guangxi and the whole country,but it fluctuated slightly in the rest of the year,with little change.The mortality rate of L city in 2014 was 16.97,which was significantly higher than that of Guangxi and the whole country,and fluctuated slightly in the rest of the year,and was close to that of Guangxi.(2)Residents’health status:Life expectancy per capita in L city increased from 74.76 years in 2010 to 75.8 years in 2015,but slightly lower than that in the whole country and Guangxi.Infant mortality rate,under-five mortality rate and maternal mortality rate are significantly lower than those in the whole country,and the index values are decreasing year by year,showing an obvious optimization trend.(3)Economic situation:In 2015,L City ranked second in Guangxi in terms of regional and per capita GDP,which were 229.862 billion yuan and 588.69 yuan per person,respectively.From 2011 to 2017,the GDP and per capita GDP of L city increased year by year,and the economy increased year by year.Total health expenditure and government health input are increasing year by year,but the growth rate of government health input is significantly lower than that of financial expenditure.From the questionnaires collected,we can see that the government’s health investment is also increasing year by year,but still unable to meet the current health needs.(4)The comprehensive effect of government health investment shows that 98%of the 86 health service institutions surveyed in this study can understand government health investment from the level of policy documents,which has made a good start for the development of specific business.Most of the agencies feedback that the total amount of government health input is increasing year by year,but 68%of the survey organizations think that the L city government health input is still at a low level,and the average growth rate of government health expenditure is slightly less than the average growth rate of financial expenditure.58%of the organizations think that the distribution structure of government health investment needs to be further optimized,for example,grass-roots investment still needs to be increased,and personnel" funding is seriously inadequate.68%of the grass-roots organizations questioned said that the quality of grass-roots personnel was low and could not meet the corresponding work needs.Conclusions:The results of L city government health investment evaluation study found that the existing problems are:insufficient total investment,insufficient grass-roots investment;unreasonable distribution of health resources,obviously inclined to the demand side;low quality of grass-roots personnel,need to be improved;dislocation of supervision,need to be further improved.Advices:The main reasons for the problems are that China is still in the ideological stage of developing countries,the input planning of both supply and demand is not reasonable,the attention paid to grass-roots medical and health personnel is insufficient,and the assessment and supervision system is not yet perfect.According to the existing problems and reasons analysis,the countermeasures and suggestions put forward in this paper are as follows:increase the total investment of funds,improve operational efficiency;rationally allocate health resources,optimize the structure of government health investment;increase the investment of health personnel,improve the overall quality;improve the relevant rules and regulations,and strengthen the role of supervision. |
