Research On The Implementation Of Basic Medical Insurance Policies For Urban And Rural Residents

The integration of the basic medical insurance system for urban and rural residents is a significant part of China’s livelihood Project.At present,China has established a relatively comprehensive national medical insurance system,namely urban employee medical insurance,urban resident medical insurance and new rural cooperative medical care.The implementation of the above three basic medical insurance systems has improved the capacity of China’s medical insurance services,and also reduced the risk of nationals’ risks caused by diseases.However,due to the decentralization of medical system management,the differentiation of medical resources between urban and rural areas,and the duality of urban and rural areas,there are huge of differences in urban and rural medical insurance systems,both in management and policy implementation.Therefore,the urban and rural residents’ medical insurance policy is the key to guarantee the implementation of the universal medical insurance system and the development of China’s basic medical insurance system.This article will take L city in Liaoning province as an example for analysis.In 2017,L City,Liaoning Province,as a pilot city,has started the unified work of the two systems of urban residents’ medical insurance and new rural cooperative medical care,forming the city’s urban and rural residents’ medical insurance system.Under the new urban and rural residents’ medical insurance system.The implementation of relevant policies in L city was effective and stable,and achieved certain results.To a certain extent,it solved the original low efficiency caused by urban and rural decentralization,inconsistent treatment,inconsistent policies,problems in fund operation,and expanded medical insurance.The coverage of the city is almost insured by the whole people,which improves the medical treatment enjoyed by the citizens and the overall management ability.However,there are still some problems in the implementation of related policies: such as limited insurance participation incentives,high pressure on medical insurance fund operation,limited management capacity of the medical insurance policy implementation department,and low public awareness.Based on the status quo of the implementation of the medical insurance policy for urban and rural residents in L city,Liaoning province,this paper uses Smith’s policy implementation model to conduct a theoretical analysis.The specific analysis of specific issues in the implementation of the medical insurance policy for urban and rural residents in L city,Liaoning province is carried out.In order to improve the environment for policy implementation and strengthen communication with the citizens,we propose countermeasures to help L City better realize the construction of urban and rural residents’ medical insurance systems.This article is divided into five parts.The first part is an introduction,which introduces the topic selection background,the theory and practical significance of the topic selection research,the current status and research methods of urban and rural residents’ medical insurance research at home and abroad.The second part is about Smith policy.The concept of the implementation model and the introduction of the policy implementation model;the third part is to analyze the current status and problems of urban and rural residents ’medical insurance policy implementation in L city;the fourth part is to implement the urban and rural residents’ medical insurance policy implementation in L city.Analysis of the reasons for the problems;the fifth part is the countermeasures and suggestions for the problems arising from the implementation of the medical insurance policy for urban and rural residents in L city.
