Study On Risk Management Of ZD Combination Of Medical Treatment And Endowment With PPP Project

With the aging of the population and the aging of the elderly,social pension pressure and the aging population's demand for health are also increasing.However,to meet the needs of the masses,to build nursing institutions with or without medical care,to realize the "combination of medical care" requires a large amount of capital investment.Therefore,the guiding opinion of the state in the field of combination of medical care is to explore and promote the PPP model.In response to the national call and seizing the policy opportunities,the government of W county has decided to set up the first PPP project in the field of combining medical and health care in this county--ZD PPP project(hereinafter referred to as ZD project)after a series of investigations and studies outside the county and comprehensive evaluation in the county.However,a large number of PPP projects at home and abroad show that PPP projects have their unique characteristics and many risks.Therefore,it is urgent to identify,analyze and evaluate key risks of ZD project based on the reality of W county,and put forward corresponding countermeasures based on the assessment results,so as to provide suggestions for W county government and social capital to carry out cooperation smoothly.Firstly,the paper introduces the research background and significance,points out the feasibility and necessity of the construction and operation of ZD project.At the same time,this paper introduces the research results of domestic and foreign experts and scholars on PPP project risk management,and points out the shortcomings of domestic scholars on PPP project in the field of medical and nursing combination and the purpose of this study.Then it introduces the concept of PPP,the combination of PPP,the risk management,the operation mode of PPP,the risk sources of PPP projects,the content and significance of risk management,the risk management process of PPP projects and other relevant theories,and points out the commonly used methods of risk identification and assessment.Then,taking ZD project as a practical case,the paper introduces the construction scale,operation mode and return mechanism of the project.On this basis,the expert investigation method is used to identify the risk of ZD project.A series of risk problems and risk factor lists were sorted out through a large number of literature and field research in the early stage.The first round of questionnaire was designed.Experts familiar with ZD project were invited to participate in the survey,filled in the questionnaire,and collected and sorted out risk data related to ZD project.The risk of ZD project was evaluated by the combination of survey scoring method and analytic hierarchy process,and the identified risk data was decomposed into several risk factors in more detail in combination with the actual situation of the project.A hierarchical model of risk was constructed,and the second questionnaire was designed according to the model.Some experts who participated in the first round of the survey were invited to participate in the second round of the questionnaire to score the survey and evaluate and assign the relative importance of each risk question and risk factors.By constructing judgment matrix and conducting consistency test,the importance of risk factors is obtained.In view of the essential characteristics of ZD project,the corresponding countermeasures must be formulated in time for all possible risk factors,no matter the probability of occurrence or the consequences.According to the assessment results and the carrying capacity of each party of the project,the risk factors are reasonably distributed between the government and social capital.Based on the comprehensive consideration of project costs and the interests of all parties,this paper first puts forward Suggestions based on the overall situation to provide help for similar projects.Then,in view of specific risk problems,it proposes that avoidance,control,transfer and retention can be applied to solve them respectively,and then makes corresponding plans.It is hoped that through the research,the risk factors in ZD project can be quantified to control,which is conducive to reducing,reducing or eliminating the incidence of these risk items,and can also improve the project management efficiency,effectively save costs,and speed up the project process.
