| At present,public health emergencies occur frequently in China,and as a special place,schools are more likely to occur in sudden public health events.Improper disposal may also create political and social conflicts.Therefore,how to deeply analyze and interpret how the public health emergencies in such schools have evolved has become a realistic issue for the academic community to further explore and study.However,the evolution of public health emergencies in schools in China is mostly analyzed in stages according to different time sequences.It has a large one-sidedness and cannot deeply and completely analyze the evolution process of public health emergencies in schools..Therefore,this paper attempts to consider and analyze the evolution of school public health events from the framework of “interest expression and institutional sluggishness”.In the current school public health emergencies,the game between the government,schools,prevention and control centers,and students and parents is the main reason for the expansion of public health emergencies in schools.In the early stage,students and parents based on their own attribution considerations and their lack of awareness of rights protection,concealing the disease and leaving hidden dangers,and the school and teachers did not find hidden dangers due to institutionalnegligence.At this time,the hidden dangers of group events began to be buried;When hidden dangers are revealed,students and parents consciously form and interest interests,expressing demands for seeking economic compensation and continuing learning,while schools and governments conceal and shirk their responsibilities in order to avoid responsibility.At this time,group conflicts begin to form;students And the compensation given by the parents in the school and the government after expressing the interest appeal often cannot satisfy their interests.Therefore,the expression of interest is upgraded through the “big trouble” way,and the expression of the upgraded interest is met by the school and the government.The suppression of scale,at this time,the group conflict escalated;“big trouble” caused the attention of the higher level government,and “forced” responded by means of economic compensation,psychological counseling and corresponding responsibility.In this process,part of the interests of students and parents have been met,but due to their weak organizational nature,the collective dissolution,the end of group conflicts.In this process,the confrontation between the two sides is based on the combination of interest expression and institutional sluggishness.In the end,it often leads to a "double lose" dilemma.Through the analysis of the development process of the case of tuberculosis in Taojiang IV,we can see that the evolution process of sudden public events is often the result of the intertwined effects of interest expression and institutional slowness.The lack of attribution awareness and rights awareness in the beginning of public health emergencies,coupled with the influence of bureaucracy,makes the risk of group conflicts exist.Secondly,the conscious collective action and the appeal of claims and the confrontational response under the systemic slowness make the group conflicts expand.Once again,the “big trouble” under the channel of multi-interest expression made the government have to respond.In order to maintain social stability,the grass-roots government and other relevant departments took repressive measures to suppress their “big trouble” behavior.Confrontation,resulting in an escalation of group conflicts.In the end,due to the pressure of the network and the pressure of the higher level government,they had to respond positively.In the process,because of thesatisfaction of some interests and the lack of weak organization,the final interest appeals tend to be silent.The crisis has come to an end.Throughout the whole process,sudden public events occur,expand,upgrade and end step by step under the influence of the expression of interest and the slowness of the system. |
