Study On The Influence Factors Of Medical And Health Expenses In China And Control Ways Of Over-fast Growth Under The Decision Of Residents Seeking Medical Treatment

The problem of unreasonable increase in medical and health costs is the most important motivation for governments in the world to carry out medical and health reform.In our report of the Nineteenth National Congress of China,we put forward the strategy of healthy China,emphasizing once again the comprehensive deepening of the reform of the medical and health system.Therefore,the analysis of the influence factors of unreasonable increase of medical and health expenditure and the corresponding control measures are in line with the current national strategic requirements and the needs of the times.Based on the analysis of medical and health expenditure growth in China since the reform and opening up,this paper draws a conclusion that there is an unreasonable increase in medical and health expenditure while the economy is growing by leaps and bounds in our country.In this context,this paper combines the former For the research of unreasonable increase of medical and health expenses,this paper takes residents' decision to seek medical treatment as the angle of view of the research,and explores the function mechanism and influence mechanism of residents' decision to seek medical treatment in the whole process of unreasonable increase of medical and health expenditure.To find a new way to control the unreasonable growth of medical and health expenditure in China in response to the implementation of the strategy of healthy China.In this paper,the influencing factors of excessive growth of medical and health expenditure,the control means of excessive growth of medical and health expenditure and the relevant domestic and foreign research literature on the decision-making of residents seeking medical treatment are summarized and combed in this paper.Taking this as the theoretical basis of this paper,the decision of residents seeking medical treatment is adopted as the starting point and the relevant research is carried out.Secondly,based on the statistical data of China Statistical Yearbook and China Health and Family Planning Statistical Yearbook,this paper analyzes the growth of medical and health expenditure and the allocation structure of medical and health resources in China.It is found that the unreasonable allocation of medical and health resources and the rapid growth of medical and health costs do exist in the process of economic development in China.Thirdly,this paper simulates the logic loop of medical and health system in our country with the theory of system dynamics.To explore the mechanism of each factor in the process of medical and health expenditure growth in China,and the logical mechanism and process of the residents' decision to seek medical care to play an important role in the process;Then,based on the research method of incomplete information game,by simulating and constructing a simplified model of regional medical and health system,this paper makes a game analysis on the decision-making process of residents seeking medical treatment and the pricing process of hospital medical and health services.To explore the relationship between the patient and the hospital in depth,and to obtain the best decision of the residents to seek medical treatment under the six hypothetical conditions;and The optimal pricing strategy of hospital medical and health service;Finally,based on the conclusions of the study,from the government,hospital,residents three levels,based on the residents of the perspective of decision-making,The countermeasures and suggestions on how to control the unreasonable increase of medical and health expenditure and optimize the allocation of medical resources in various regions of China are put forward.This paper finds that residents' decision to seek medical treatment is related to the severity of their illness,their location and the proportion of medical reimbursement,whether it is a serious illness or a minor one.Going to a large hospital is not the best decision for residents.Residents' poor access to health care can lead to an increase in government spending on health care by increasing personal health expenditure and allowing some primary health care resources to be idle or even wasted.Thus affecting the overall medical and health costs in China unreasonable growth.Therefore,standardizing and actively guiding residents to make the right decision to seek medical treatment is of great importance to the control of the unreasonable increase of medical and health expenses in our country.
