With the development of the social and economic level,the living standards and health awareness of residents have been continuously improved.The medical and health system has been continuously improved as well.Due to the large population and a vast territory of China,the limited per capita possession of health resources is quite different from that of developed countries.The fairness and effectiveness of medical and health services have always been restricting the development of China’s medical and health undertakings and affecting the happiness of residents’ lives.The problem of "high expense and difficulties in medical care" has still exists.How to use the limited health resources to improve the efficiency of the medical and health system,and enhance the fairness of medical and health services has become a serious problem.This dissertation selects the health human resources as the research object,researching from the ratio of doctors and nurses,age of health practitioner,education backgrounds and professional title of human resources in China.Then use the Lorenz curve,the Gini coefficient,the Theil index to evaluate the fairness of China’s health human resources allocation between 2013 and 2017.Further studies were carried out in regional differences of human resources allocation.The study found out that although the gross health human resources in China is constantly increasing,compared with the huge population base,the per capita possession is still insufficient.The distributions of health human resources are uneven,the education structures are in low record,the senior talents are scarce,and there is a huge shortage in nursing human resources.In terms of provinces,China’s health human resources are fairer according to the geographical distribution,and the regional differences in the allocation of health human resources play a leading role,but the difference among the three regions in the eastern,central and western regions are increasing.In this regard,this paper proposes to increase the input of health human resources,optimize the professional appraisal,strengthen the education and training of health personnel,reinforce the construction of grassroots medical teams,and strengthen the optimization proposals for the allocation of health human resources in the central and western regions.
