| Our country’s public hospitals occupy a dominant position in medical and health institutions.After decades of reform and development,they have played a huge role in safeguarding people’s health,protecting and improving people’s livelihood,but also facing the growing demand for medical services of the people.A series of problems and challenges,public hospitals have increasingly become contradictory gathering points for difficult and expensive medical treatment.Our country’s new round of public hospital reform is being implemented.In the new development period,public hospitals need to strengthen the quality of medical services and process management,promote a diversified medical system and meet the basic requirements of market allocation of resources.In the process,risk management becomes increasingly important.Hospitals are one of the most complex organizations in modern society,and the risks faced by hospitals are uncertain.At the beginning of 2020,COVID-19 affects the country and the world once again made hospitals the focus of society.In the process of preventing and controlling the pneumonia epidemic,it further made the country and society aware of the continuous construction and improvement of hospital management and operation.Decision-making supervision and risk management are of great significance and value.From a global perspective,hospital risk management has long developed a specialty.In China,despite the rich results of risk management research,the risk management research of public hospitals that account for the majority of hospitals in China is relatively scarce.The research idea of this article is based on the research of the COSO-ERM framework released by the COSO Committee in 2017,combining the review of relevant literature,the application of questionnaire surveys and field surveys to analyze the main risks in public hospitals and A hospitals in Yunnan Province..Further study the problems and causes of risk management in hospital A,and analyze the research conclusions of five major risk management problems in hospital A:incomplete internal environment,lack of risk management system,poor information and communication,monitoring flow in form and internal control imperfect.Finally,the countermeasures for risk management optimization of Hospital A are put forward.Aiming at the problems in the risk management of A hospital,combined with the characteristics of public hospitals in China and the actual situation of A hospital,this paper proposes an optimized system for risk management of A hospital based on COSO-ERM,including governance and culture;performance;information,communication and Report;four aspects of review and revision.This article hopes to improve the risk management capabilities of A hospitals by studying the existing problems in risk management of A hospitals,and to fill the current research gap of public hospitals risk management from the perspective of COSO-ERM,and enrich the existing risk management system research. |
