With the establishment of the basic medical and health system with Chinese characteristics,how to provide the people with higher level of medical services and more satisfactory health and health services has increasingly become the focus of our government.Public hospitals,as the core and main providers of medical and health services in China,are confronted with the contradiction between people’s demand for healthy life and higher quality medical services and the relatively limited financial budget and public welfare nature.In the new environment of increasingly market-oriented medical services and continuous entry of private hospitals,the fundamental to continuously improve the quality of medical services,ease the doctor-patient relationship and promote the improvement of China’s medical technology level lies in the workers of public hospitals.Only by reforming the salary system and keeping excellent medical staff in public hospitals can we fundamentally solve the problem of improving medical service quality.The salary system plays a crucial role in the rational allocation of human resources and the motivation and restraint of workers.Therefore,it is of great significance for the establishment of China’s current medical and health system to improve the core competitiveness of hospitals by optimizing the salary system of public hospitals.Under the background of the new round of national medical reform,how to optimize the salary system of public hospitals from the perspective of labor relations and then effectively promote the reform of public hospitals is of great significance to the majority of medical workers in the medical system.In this paper including domestic and foreign research present situation and the relevant theory,on the basis of the first to introduce the public hospitals,and concretely introduces the basic situation of public hospitals,central role,labor relations and the system reform,etc.,from a public hospital salary system development course,era background and present situation of public hospitalcompensation management system of the current pattern and so on.Secondly,this paper analyzes the problems and causes of the current salary system in China’s public hospitals in the light of the current situation and reform gains and losses of the compensation system in American,British and Japanese public hospitals.There are many problems in the salary system of public hospitals in China,such as low salary level,improper performance appraisal,distorted salary structure and insufficient non-economic compensation.The key to the existence of these problems is that the public health expenditure in our fiscal expenditure is still insufficient.At the same time,public hospitals pay little attention to non-economic compensation and performance appraisal due to the imperfect salary system and backward organizational concept.Finally,this paper puts forward the optimization scheme of the salary system of public hospitals in China from the aspects of general thinking,countermeasures and implementation guarantee.The general idea is: to fully understand the particularity of labor relations in public hospitals,we must pay attention to internal equity,enhance external competitiveness,and give full play to the incentive effect of salary system.Countermeasures include: improving the top-level design of public hospital salary system,implementing the "two permits" policy in detail,introducing a scientific evaluation mechanism,and mobilizing the enthusiasm and creativity of medical staff.
