Research On Ethical Issues Of Video Surveillance In Public Security

As an important means of social security prevention and control,public security video surveillance has played an important role in the field of public security and has been widely used throughout the country.Due to the necessity of maintaining public security and the feasibility support provided by the development of video surveillance technology,the scope and density of public security video surveillance are continuously increasing,which has also triggered a reflection on the ethical issues behind public security electronic surveillance.Public safety video surveillance mainly involves three basic dimensions: human,society and nature.The ethical issues behind video surveillance technology mainly include three aspects: infringement of personal privacy,restriction on personal freedom and influence on natural attributes.There are three main reasons for the emergence of ethical problems in public safety video surveillance: First,technological alienation brings ethical problems.Second,there are very few laws and regulations to address the ethical problems in video surveillance.Third,the lack of management oversight may also be responsible for the ethical misconduct.The key to solve the ethical problems of video surveillance is to find an effective way to address the technical,legal and management problems mentioned above,thus construct the ethical principles of public security video surveillance: First,establish the foundation of ethical principles of video surveillance,that respect,do-no-harm and justice are the basic requirements of the ethical principles of public security video surveillance.Second,clearly define the individual’s ethical responsibility and related duties,that the security responsibility,supervision responsibili ty and legal responsibility as the basic fulcrum to ensure the safe use of video surveillance technology.Finally,strengthen the ethical management of video surveillance.Through the improvement in professional ethics,organization management,and construc tion of laws and regulations,we will be able to build a system of ethical standards for video surveillance that conforms to the public interests,and finally realizing the coordination and resolution of ethical issues in public security video surveillance.
