Globalization is spreading to all fields in recent world, and all countries are developing under the global governance. Therefore, constructing the image of China to strive for international discourse rights is gaining importance, and translation is a critical tool we took as an essential bridge for communication, especially Chinese-to-English translation. In this process, how to deal with differences between Chinese and English readers in their cultural backgrounds, cognitive modes and language customs is a great challenge for translators. And for publicity materials, translators still need to conform to political orientation by moderately handling the source text. This translation report takes translation of Chapter five of the book China’s Diplomatic View on Energy,Environment and Climate as an example, taking relevance theory as a guidance to introduce how translators can reach optimal relevance and hopefully construct national image. The report firstly explains preparation works before trans lation including analyzing text type, translation aims and theory guidance, and introduces how translation work is developed. Then based on main concepts and basic principle s of relevance theory,as well as characteristics of the source text as a publicity material by general concept, the report discusses several feasible translation techniques including annotation, reconstruction, paraphrase and amplification with some translation examples. In consideration of both scientific research and publicity orienta tion of Chapter five, translators should seek to optimal relevance by minimizing processing efforts under techniques including annotation and paraphrase. Also,by deletion and restructuring some sentences and meanings to avoid repetition and redundancy is important.Still, amplification can be chosen sometimes to protect national image. The report thinks that, for such publicity materials, besides optimal relevance, translators also need to take readers’ political backgrounds into consideration and compare political connotation related to different words so as to avoid any political misunderstandings or even errors.By taking diversified techniques,a sound national image could be established.
