Foreign Language Education Planning In Internatioanl Education Program

During the globalization in education,bilingual programs and international schools appears in the primary schools and secondary schools in China,though they are in lack of planning.In 2004,central government authorized regional governments to administrate the Chinese-foreign cooperation in running schools except universities,while only Shanghai introduced specific policies in 2013,which means the other regional governments has not launched policies for the cooperation.Meanwhile,case studies on the bilingual programs are not sufficient because of its new appearance.So,the article conducts a case study on the language curriculum of an international program in compulsory education in Guangzhou to investigate the issues.The case study is implemented with documentary method,content analysis and participate observation method under the analytical framework of language acquisition management raised by Richard B.Baldauf(2008),finding the practical language education of the international program in compulsory education does not meet the governmental goal of cultivating students of key competence,particularly the international communication competence and cultural awareness,for instance,the instruction does not content the learners' communication need and the textbooks are in lack of the cultural awareness.Through the investigation,the author makes recommendations under the Baldauf's framework,including the ESP course in curriculum policy for learners' communication need,Cooperation system between Chinese and foreign teachers in teacher-led policy for cultural awareness,more culture content in language course in curriculum policy for cultural understanding,etc.
