Chinese Maritime Customs' Supervisor In The Republic Of China

In the upsurge of research on the history of Chinese modern Maritime Customs in recent years,the study of Chinese modern Maritime customs' supervisor has not received enough attention.The reason is that the historical materials for the study of Chinese modern Maritime customs' supervisor are so difficult to obtain,and the Inspector-General of Chinese Maritime Customs Service has deprived some of the powers of Chinese modern Maritime customs' supervisor,thus making customs supervision marginal to the study of modern customs history.In spite of this,Chinese modern Maritime Customs' supervisor,as an important part of Chinese modern Maritime Customs,is an important aspect of understanding the real and complete image of Chinese modern Maritime Customs.There has been systematic research on the customs' Supervisor in the late Qing Dynasty.This article focuses on an embankment building donation event in Hunan Province in 1931.Using the case study as a starting point to explore the status of Customs' Supervisor during the Republic of China.This article is divided into three parts.The first part discusses the competition between the Hubei Provincial Government and the Hunan Provincial Government in 1931 for the contributions of the embankment building donation.It also describes this event's causes,processes and results.At the same time,the Supervision Office of Changsha Maritime Customs and Yuezhou Maritime Customs prefers to Hubei Province during the event.The Customs' Supervisor of Changsha Maritime Customs and Yuezhou Maritime Customs left the post for a long time and his action brought some disadvantages.The second part discusses the irregularities of the Changsha Customs Brokers during the survey of embankment building donation.Also it discusses the process of the Hunan Provincial Government's reorganization of the Changsha Customs Brokers'orders.The third part discusses the process of exposure of embankment building donation corruption in the Supervision Office of Changsha Maritime Customs and Yuezhou Maritime Customs.First Yang Ren and others paid bribes to investigator from Hunan Province.But they failed.So Yang Ren was arrested for corruption and fraud.Later,he took the opportunity to abscond.The case led to the employee departure tide from Supervision Office of Changsha Maritime Customs and Yuezhou Maritime Customs.So no person was in charge of The Supervision Office's affairs.The customs supervisor Mao Zhongcai was eventually dismissed from office and wanted as a criminal.
