Sa Mengwu received both Chinese traditional education and new education.While in Japan,he studied at the Imperial University of Kyoto majoring in political science.He was directly influenced by Moriguchi,,Menger and Kautsky.He followed Western political trends and formed his unique constitutional state building ideal.He believed that in the economically backward China,it is necessary to develop the economy first and carry out the industrial revolution before it is possible to develop constitutional government.Although the ultimate goal of constitutional government construction is communism,Sa Mengwu does not approve of the Communist Party's class struggle and violent revolution,but he believed that after the realization of the constitutional government,it can peacefully transit to communism through legal means and achieve real freedom and equality.In his opinion,Sa Mengwu's constitutional concept of the Three People's Principles and the Five-Power Constitution is in line with his thinking.In addition,in term the "force",only the Kuomintang was able to accomplish these tasks.In terms of both theoretical and practical aspects,Sa Mengwu tended to the Kuomintang.It is not difficult to understand what Sa Mengwu said in defending the Kuomintang during the debate with liberal intellectuals in the 1930s.However,what appears to be its defence for the Kuomintang's political system is his pursuit of the ideal of constitutionalism.It was because he failed to step out of the limitation of the times and became an party intellectuals.
