Under the guidance of Michel Foucault's power discourse theory,this paper studies the whole process of the author's E-C translation practice of America and the Far Eastern Question,a monograph on international relations by Thomas.F.Millard.Through the approach of case study,the author explores how the external and internal procedures of power are able to influence the selection,translation,quality control as well as publication of the translation practice.On the one hand,features and functions of four external powers of politics,economy,social history and ideology have been investigated in this study,reflecting that translation practices are greatly impacted by a variety of cultural factors and the goal of translation is not confined to text equivalence.This provides a broader cultural perspective for the translator to adopt effective translation strategies.On the other hand,by examining the principle of commentary of the internal procedure,the author finds that translation discourse hierarchy is never fixed.Dynamic power relation is bound to bring confrontations and changes to translation practices.Therefore,the translator is expected to play an active role in mediating various power relations for the purpose of maximizing the acceptability of the translation.
