Guihua,Suiyuan and Hulunbeir city were military towns which were expanded or constructed under the need of the Qing Dynasty.Along with the foreign economic,political and military development and change of the Qing Dynasty government,commerce arose continuously in these cities and promoted the growth of them from a military city to a commercial city.The change of urban functions has been very typical since the Qing Dynasty and it also reflects the fundamental trend that the economic function of cities is starting to play a leading role in the development of cities.In order to meet the need of the national changes,even cities which are situated to border fastnesses will also have a functional change.And,the factors that played an important role in the development of these cities were the Mongolia traveling merchants and transport development.The Mongolia traveling merchants brought them the advanced production technology and the commercial chain,and tookthe animal products out of the Mongolia.The post traffic,including the later development of railway,gave the Mongolia area an actual traffic network that can bring better communication and exchanges to the area.Therefore,the two cities had completed the transition from "a military city" to "a commercial city",and at the same time strengthened the integration and exchange of ethnic groups,reflecting the development trend of cities in the Qing Dynasty.
