This paper sorts out the organization,evolution of the people management system,and the actual situation that deviates from the provisions of the court during the implementation.Since the people entered the Jungar area,the original production methods,land control capacity,and judicial power of the Mongolian flag have been implemented.This paper discusses the influence of the other areas,the game between adjacent offices and Mongolian Banners reflected in the evolution process of the management system of the civilians in the Jungar Banner.In the early Qing Dynasty,the ban on Mongolian policies was somewhat relaxed because of famine and war.Civilians of Shanxi and Shaanxi,and the original folks who entered the town of Mumts in the town of Gotham all crossed the border to the Jungar Banner,forming a new force outside the Mongolian original Mongolian flag.In order to effectively control and manage the entry of the people,the Qing government implemented Mongolian management of Mongolian people policy as well as people management at county and administration level in the Mongolian where the people gathered,and set up the agency for the management of the House of Management-Shenmu Director of Management to coordinate Mongolian-Chinese affairs and manages the cultivation of the people.When economic needs replaced the need for uniting Mongolia and maintaining the stability of Inner Asia,Meng County gradually fell into the air when Hall County and Mongolian Banners confronted each other in the management of civilians.In order to win more tax benefits,the Qing government did not hesitate to damage the original nomadic economy,administrative needs,and social customs of the Jungar Banner,and eroded the area within and outside the restricted area.Until the Qing government ordered the opening of the official residence,it officially marked that the Mongolian flag had lost control of the arable land in China.This paper is divided into three chapters.The first one discusses the conditions for the entry of the civilians into the Jungar Banner in the early Qing Dynasty,the scope of their activities,and the two phases of geese flying and settling.The second chapter starts with the problems arising from the entry of civilians into the Jungar Banner,and focuses on the impact of farming activities on the concept of land ownership that was originally generated by the Jungar Banner,which was dominated by the nomadic economy,and the corresponding changes in the management of Mongolian land.It also summarizes the contradictions and conflicts between the people and Mongolians who entered the country after they entered the country.The third chapter discusses the management of the institutions and management processes of the civilians in the territory of the Jungar Banner.The key issue for the management of the people is how to coordinate the conflicts between Mongolian Banners and Hall County.When dealing with the problems of the people,the Mongolian flag,the hall county,and the Shenmu Directorate of Directors played different roles because of different positions.They made a fuss about the scope of power,handling methods,and penalties that were not strictly stipulated,and they strived for their own interests,which led to a situation in which the management of civilians was changed and played arbitrarily.In a word,the management of the civilians in the Jungar Banner before the official residence of the Qing Dynasty was developed in the coordination of contradictions between the two parties.However,reconciling interest conflicts is only a temporary measure.In the later stage of the operation of this mechanism,different halls not pushed responsibilities to each other,but the official documents of the Mongolian flag in the Office of the County Office were even more ignored.This made the initiative to deal with the issue of Mongolian and Chinese negotiations entirely on the side of the Hall County.The normal handling of problems also requires coordination,not to mention “effective” management.
