India is a “language museum” with more than 1652 languages.Such a linguistic and cultural diversity undoubtedly has many impacts on the political,economic and cultural life of its society.And such inclusiveness not only contributes to its cultural development,but also brings a lot of troubles at the same time.It is common to see the conflicts and riots took place among its different national and language cultures for the winning of a status.After many conflicts and riots,the Government of India has finally established a more stable language policy and multilingual education policy.Moreover,the development of Three Language Formula has gradually tended to be stable.From ancient to modern times,the cultural and economic exchanges between China and India have never been poor.In ancient times,there was a Silk Road friendly to India.And today,the Belt and Road Initiative with a high-hold banner of peaceful and vigorous development through the historical symbol of ancient Silk Road,also is offering an olive branch to India.So in order to promote further collaboration and win-win cooperation between China and India,to create a community of interests with mutual political trust,mutual economic integration,and cultural tolerance,there is no doubt about the need to understand the language diversity of India and its multilingual education policy.At present,it is a vital development stage of this Initiative,for which language is an important tool in the communication between China and the countries along the route.So it is also necessary to promote bilateral communication through the study of language education policy of India.This thesis attempts to explore the following issues through the analysis of relevant literature and the empirical study on Indian students in Kunming Medical University:(1)What is the language education policy in different historical periods of India?(2)What is Three Language Formula and how was it formed and implemented?(3)What is the implication of studying Indian multilingual education policy in thecontext of Belt and Road Initiative? Then SPSS 18.0 was adopted to analyze the questionnaire data of 73 participants,in which a descriptive analysis was used to verify the phenomenon of multilingualism in India and the implementation of Three Language Formula.At the same time,the attitude of average Indians towards Belt and Road was investigated,and implications of this study for China were explored.Hopefully,this study should be able to help China further understand the present situation of Indian languages and multilingual education policy,to strengthen the communication and exchange between China and India,and to set a positive role in Belt and Road construction.
