Human rights is not only a matter of politics,economics,law,management or philosophy,but also a matter of the process of discursive events in terms of its emergence,development and impact.In the academic circles and related fields,there are scholars from home and abroad who discuss different view of human rights and human rights issues and put forward many important opinions.But in theories,methods and the research questions,many ignored the specific process of discourse studies,especially the mainstream media discourse's role in representing and spreading China human rights and resistant discourse towards the western hegemony.At the same time,China human rights is often strongly distorted by western media,so as to destroy China's image.Obviously,their attempts of using universal values to explain China's own human rights problems are not appropriate.Thus,it's high time for the domestic scholars to engage in research in the field of discourse,explore our own media discourse,and speak for ourselves.Following professor Shi-xu's theory of Cultural Discourse Studies,the author takes the unofficial speaking subjects as the starting point,tries to explore the discursive strategies they employed when they are communicating human rights discourse through the media.Firstly,the author pays special attention to three kinds of unofficial discourse subjects: non-governmental organization,civil society and university human rights research center.Next,qualitative study is designed to analyze the discursive strategies from developmental and counter perspective of human rights.Secondly,through the study of speaking subjects,contents,mediums,historical and cultural factors of the discourse,the analysis of unofficial human rights discourse is carried out.Thirdly,through summing up the use of discursive strategies,the study further reflects on the findings: NGOs and civil societies mainly spread the development of human rights discourse,universities mainly spread the counter-discourse;The unofficial human rights discourse,which takes the Blue Paper and Forum as main forms,must depend on the official media to communicate human rights discourse,because the official website of its own is under construction.Such as it is,it plays an increasingly important role as an effective complement of official discourse.Besides,in recent years,the civil society,with common people participating as representatives,has begun to spread the human rights discourse on international stage.Therefore,the author suggests that relative scholars should pay more attention to this phenomenon.In addition,unofficial speaking subjects are supposed to broaden the channels of communication and establish an effective mechanism.Furthermore,the counter-discourse represented by experts and scholars reflects the features of responsive,timely and initiative.Finally,the article tries to reveal the historical as well as cultural factors under this political discourse of human rights and even resolves to confront human rights conflicts rooted in different conceptions of human rights.
