This is a study on the discourse of “human rights”.“Human rights”is generallyconsidered to lay in the field of politics and ideology in today’s society, commonlycompanied by terms such as“democracy”and“legislation”. However, if we go back to thebeginning of the twentieth century, it is no difficult to see that it was largely promoted as acultural and moral term. Members of New Youth and New Moon who passionately joinedthe discourse practice explained it with great variance in spite of the member resemblence. What has contributed to this meaning transformation? Can this be explained by“membersof the New Moon surpass their counterparts in the New Youth”from an evolutionary pointof view? What kind of power relation is behind the stage? The thesis is trying to explorethe issue by translation culure from the perspective communication systems. The formation of discourses gets their roots from meaning explanation andcommunication. Discourse itself gets widely acknowledged with the assistance of texts andother knowledge carriers via thorough contact with the social environment as the breedingground. However, if going back to the very beginning of their formation stage, especiallywhen the society itself is comparatively closed,“translation”as a key variable should betaken into consideration.Translation has long been regarded merely as an instrumental lingual transformation, and the fact that language functions beyond text as a meaning carrier has been neglected. To study translation in terms of cultural communication with media styles as well asorganization structures can help jump out of the stereotype, rescuing translation from textsinto the dynamic procedure of communication.
