At the end of the 1950 s,Britain was faced with changes in the international and domestic environment.On the one hand,the United States and the Soviet Union replaced the British dominance for hegemony,and the special relationship between the United States and Britain is in jeopardy.On the other hand,Britain’s own economic crisis is so severe that the colonial independence of the past has made it difficult for Britain to maintain such a large colonial empire.At this time,with the help of the United States,Japan has recovered from the wounds of World War II rapidly and threatened the British forces in Southeast Asia.It is in this international and domestic context that Britain maintains the survival of the British Empire as much as possible,and has changed the policy of economic assistance for countries that have emerged from the colonies and retained them under the framework of the Commonwealth.The British Commonwealth has thus been given new meaning.This article mainly discusses the international and domestic background,policy changes and impact of the UK’s foreign aid policy,and summarizes the UK’s upper level discussions during the process of this policy change.Through the analysis of this policy change,this article clarifies that the change of the UK’s economic assistance policy for newly independent countries is a plan for Britain to actively deploy the Commonwealth strategy from the perspective of the empire,and it is a process for the British to transform from a colonial system to a cold war competition system.Although this policy is the subjective sense of the British,it cannot be denied that he also objectively accelerated the wave of world nationalism.Therefore,the role of this policy should not be underestimated in promoting the international decolonization process.
