As we all know,the skilled technical workforce is an essential part of the talent team,and it is an important force in promoting innovative technologies as well as effecting scientific and technological achievements.In the fields of production and service,they have mastered the specialized knowledge and technology,acquired superb operating skills,and played a role in the key aspects of production.However,due to different national conditions,the training methods of skilled technical workforce vary from country to country.In order to improve the training system of skilled technical workforce in China,the English-Chinese translation of some books relevant to the building of the skilled technical workforce has a certain practical referential significance,allowing Chinese readers to understand the developments of other countries' skilled technical workforce.This thesis is an English-Chinese translation report.The translator chose the first three chapters of the book Building Americas Skilled Technical Workforceas the object of the translation practice and research.The book was first published in May,2017 by the National Academic Press,whose main authors are the members of the National Academy of Science.The report is composed of two parts:translation and comment.The first part is the translation of the selected source text Building Americas Skilled Technical Workforce(Chapters 1-3),which covers about 17,000 English words.The source text gives an introduction to the challenges of developing the skilled technical workforce,explains labor market patterns and trends,and illustrates the public policy context.The second part is the comment on the present translation project.The background,purpose and significance of the translation are introduced firstly.Based on the understanding of the source text,the main theory employed in the present project is the Communicative Translation put forward by the famous German translation theorist Peter Newmark.Then,it comes to concentrate on the organization,general idea,and linguistic features of the source text.After that,the translator describes the process of translation,including the preparations made before the translation,difficulties encountered in the course of the translation,and proofreading done after the completion of the translation.What's more,the main part of the report focuses on discussions of the translation of abbreviations and acronyms,tables and graphics,and the passive voice with specific examples.In addition,the translation methods such as amplification,division,and conversion adopted in translating are listed to ensure that the target text conforms to the target readers' reading habits.Finally,the translator summarizes the enlightenments,lessons and experiences acquired from the translation project,and points out the problems that remain unsolved.This translation project has enabled the translator to further her understanding of the development of technical talent at home and abroad.It has also helped to consolidate her translation skills,familiarize herself with the use of relevant translation theories,improve her knowledge of information-based text translation,and lay a good foundation for future translation practice.
