Policy Implementation Research On Promoting The Development Of Manchu Non-material Cultural Heritage In Fushun City

The intangible cultural heritage is in a situation of continuous extinction.In this context,China has put forward the 16-character intangible cultural heritage protection and development policy of "protection first,rescue first,rational utilization,inheritance and development".The development policy of Manchu intangible cultural heritage in Fushun has been pushed forward with the national policy.The policy implementation effect of intangible cultural heritage development is closely related to the inheritance,market environment,ecological environment and government power support of intangible cultural heritage.Based on this,the author constructs the policy theory model of intangible cultural heritage development and elaborates its ideal operation mechanism.According to this theoretical model,in the process of policy implementation of intangible cultural heritage development in Fushun,there are many problems,such as single way of policy implementation of inheritors,no landing of policy implementation of intangible cultural heritage projects,lack of market support policy implementation,non-standardized policy evaluation methods,and anomie implementation of urbanization policies affecting the non-lost ecological environment.The reason is that the local government has not paid enough attention to the development of intangible cultural heritage,and the policy evaluation system is not perfect.Therefore,in promoting the implementation of policies for the development of intangible cultural heritage in Fushun,the government should first clarify its responsibilities and improve its ability to implement policies.It should also actively deal with the relationship between the market and individuals related to the policies for the development of intangible cultural heritage,improve the level of government services,support enterprises to open up non-material cultural heritage markets,vigorously improve infrastructure construction and create a good business environment.To promote the orderly and efficient implementation of policies for the development of intangible cultural heritage in Fushun.
