The 5,000-year history of China has been passed down to this day,and its cultural stigma is spread all over the land of China.In addition,in the long history of development,countless literati,inkmen,skilled craftsmen,or working people have left us with many far-reaching poetry chapters,ingenious works of art,and various folk singing rumors.This vast ocean of immateriality Cultural heritage is a testimony to the precipitation of our country’s ancient culture.As an outstanding representative of Chinese traditional culture,intangible cultural heritage is an important capital and resource for realizing Chinese cultural self-confidence and national rejuvenation.It can point the right direction for the development of intangible cultural heritage industry and quickly gather various resources for industrial development and construction.In recent years,with the encouragement and guidance of policies at the central level,my country’s intangible cultural heritage industry has gradually formed a three-dimensional and complex system with production,circulation,consumption,and support.However,the current intangible cultural heritage industry market is still in its infancy,and the intangible cultural heritage product market is also in a relatively disordered state because of the lack of rational and scientific local policies.This article is based on the development of China’s intangible cultural heritage industry and its policy status.The main function of policy formulation is not fully performed,the object of policy regulation is not targeted,the value orientation of policy objectives deviates from the original intention of non-genetic inheritance,the means and measures of the policy are not scientific and imperfect,and the content of the policy is not sufficient.Reasonableness,conflicting value orientations,lack of coordination in policy formulation,systemicity and continuity,policy supervision and imperfect dynamic management system,etc.,through literature research,case studies,field research and other methods,refer to the successful non-heritage at home and abroad Industry development models and policy guidance cases,summarize and refine the current general laws of the development of intangible heritage industry and the general mode of policy guidance.Select Hunan Province as the case analysis,and analyze the deviation of the policy object value orientation,the imperfect policy level,the insufficient scientific and scientific formulation of the policy content,the lack of pertinence of the policy regulation object,and the regionalization of the policy object during the formulation and implementation of the Hunan South Africa heritage cultural industry development policy.The meso-level specific issues such as the inclination of policy,the immature policy supervision and evaluation system,and the single policy implementation method,combined with the actual endowment of intangible heritage resources in Hunan Province,absorbing successful experience at home and abroad,and in-depth interviews with different subjects and objects of intangible heritage industry development policies.As a result,creatively proposed the basic method of "categorized guidance and step-by-step implementation" for intangible cultural heritage resource development,and proceeded from the overall policy system,proposed a perfect policy system for the optimization of intangible cultural heritage industry policies at the provincial level,intensified implementation,and enhanced safeguard measures,etc.Recommendations in three major areas.
