This study takes utilitarian felicific calculus as the research object, mainly discusses the proposal and development of classical utilitarian felicific calculus, the criticism of utilitarian felicific calculus and its latest development in the contemporary. From ancient Greece to modern times, the philosophical thinkers' theory of "pain and pleasure","good and evil" and "happiness" laid a solid foundation for the establishment of utilitarian theory.Happiness has ethical and moral values, and classical utilitarians regard happiness as the ultimate goal of mankind. The classical utilitarians represented by Bentham and Mill proposed a felicific calculus to measure human behavior and serve as a reference for public sector decision-making.The "most people's greatest happiness" is the first principle of utilitarian felicific calculus. The felicific calculus runs through Bentham's utilitarian theory system and continues to develop through Mill's correction.New utilitarians have developed classical utilitarian felicific calculus that measure happiness directly using social survey methods. In the modern era, happiness has become a comprehensive problem, and all areas have research on happiness.Felicific calculus is related to issues such as human development and public policy, and have been widely used in economics, psychology, neuroscience and other research fields.Despite the limitations of the utilitarian felicific calculus, its positive role in the progress of human civilization and the realization of social justice deserves full recognition.
