A Study On Korean Language Policy Of Korean Basic Law And Its Reference And Inspiration

Language has both functions of tools and culture,tool functions are used in daily communication and thinking,while cultural functions are used to inherit culture and build identity.Language policy,as a national macro-administrative act,aims to improve the function of language tools as well as the cultural function of language,has become the focus of attention in the contemporary world.Many countries have incorporated language policies into the national legal system,giving legal protection to language policies.Both China and South Korea enacted their first language laws at the beginning of this century and are constantly striving to improve their language policy.However,at present,the domestic research on the Korean Basic Law and its language policy is still in a blank state,and there are very few comparative studies on language policies and regulations between China and South Korea.The author believes that both China and South Korea belong to the Han culture circle,and it is necessary to study the language policy of the Korean Basic Law.Therefore,from the perspective of applied linguistics and law,this paper takes the definition of language policy by Mr.Chen Zhangtai as the theoretical basis,synthesizes the relevant theories and research results,and makes a detailed analysis of the content of language policy,analyzes the content of the language policy in the Korean Basic Law from multiple perspectives.Through comparative research to find out the significance of its language policy for China.The first chapter of this paper mainly introduces the background of the topic,the research status,the significance of the topic,the research methods and innovations.The second chapter briefly introduces the basic situation of the language policy and Korean Basic Law.Firstly,it defines the concepts of language policy and language legislation,clarifies the specific content of the language policy and lays a solid foundation for the later analysis of language policy in the Korean Basic Law.Secondly,it sorts out the development of language policy since the founding of the People's Republic of Korea and points out the historical inevitability and practical necessity of the promulgation of the Korean Basic Law.Finally,it summarizes and analyzes the legislative background,basic concepts,legislative objectives and language policies of the Korean Basic Law.The third chapter mainly studies the language policy in the Korean Basic Law.Analyzing the language development policy,language standard use policy,language protection policy,language promotion policy and Ianguage ability policy of the law,and summarize the characteristics of language policy in this law:the combination of inheritance and innovation,the unity of government-led and civil cooperation,the coordination of preliminary planning and post-implementation.Point out the current disputes and deficiencies:the disputes on basic terms and policies for the use of Chinese characters,some policy regulations are vague and the lack of language enforcement policy.The fourth chapter mainly studies the reference and significance of the language policy in the Korean Basic Law.This part uses a comparative research method to compare the language policy in the Korean Basic Law with the languagepo licy in the Chinese language legal system,to find out the deficiency of Chinese language laws and regulations.Combined with the study of language policy in the Korean Basic Law to put forward the reference and significance for Chinese language policy.The innovation of this paper is that there are very few studies on Korean language policy in domestic academic circles.The number of related papers is almost zero through the search of CNKI.It is hoped that this study can fill in the blank of domestic related research,make domestic academic circles understand the basic situation and social impact of Korean Basic Law,and provide reference for the construction of Chinese language legal work.In addition.this study is interdisciplinary research,is under the background of language policy,combines with language legislation and language policy,make a system analysis of Korean Basic Law,and makes a comparative study with the language policy in China's language legal system,which is based on the Law on the Standard Spoken and Written Chinese Language of the Peoples Republic of China.It will help us from a new angle of view to realize the deep study of language policy.
