Study On The Role Of Government In The Construction Of Characteristic Town With The Opera Culture

Under the background of new urbanization,the report of the 19 th CPC National Congress puts forward the strategy of rural vitalization,which puts forward a higher requirements for reducing the income gap between urban and rural residents and promoting the development of urban-rural integration.Since the 18 th CPC National Congress,the integration of urban and rural areas has made some achievements,but there are still some problems in rural construction,such as relatively backward development,insufficient motive force for development,weak industrial foundation and serious loss of human capital.The characteristic town is the combination of city and countryside.,which has both the standard of urban civilization construction and the beautiful environment of the countryside.It has an important demonstration effect to expand the urban civilization,improve the rural environment and promote the rural revitalization.The construction of characteristic town is an important link in the overall development of urban and rural areas and make progress for supply-side structural reform.It plays an important role in promoting the construction of new urbanization and economic and social development in China.At present,it is the critical period for the construction of characteristic town,the government has issued a series of policies,and obtained the good achievement.However,the construction of characteristic town in China is still in the initial stage,there are still some things that need to be improved on the part of the government.The construction of characteristic town has created a new model of government guidance,market leading,enterprise leadership.Therefore,strengthening the study of the role of government in theconstruction of characteristic town is of great significance to deal with the relationship between the government and the market,to mobilize the social forces to participate in the enthusiasm,to realize the healthy and sustainable development of the characteristic town and the revitalization of the countryside.Shipai Town was called as the“hometown of Huangmei Opera” and“Opera Holy Land”,has a profound cultural background and a rich varietal cultural resources of opera.Relying on the opera cultural resources and superior geographical location of Shipai town,the government is committed to building characteristic town with cultural heritage,industrial is supported,human settlements have a good environment,construction have a high grade and with a rich atmosphere of traditional Chinese opera.This paper selected Shipai Town,Huaining County,Anhui Province,as the research sample,and search carefully the relevant literature about the construction of characteristic town and the function of the government.Firstly,the paper analyzes the research background?significance and the concept of the role of government in characteristic town,and summarizes the advantages of Shipai Town in culture,police,transportation and tourism development.Secondly,combined with the actual investigation,this paper combs the role played by the government in the planning and formulation of Shipai opera cultural characteristic town,the construction of infrastructure,the inheritance and protection of opera cultural resources and the cultivation and development of characteristic industry,and affirm the effectiveness of the role of government.Then from the action of government,we can find that there are still some problems in the process of government construction,such as the planning and design are not perfect enough,insufficient investment in infrastructure construction,the inheritance and protection of opera cultural resources need to be strengthened,many difficulties in the cultivation of opera industry,inadequate participation of non-governmental forces.And this article use the theory of service-oriented government and the theory of more-center management to analyze the causes of the problems.Finally,by drawing lessons from the mature experience of the role of the government in the construction of cultural characteristic town at home and abroad,this paper puts forward the concrete ways to optimize the path ofgovernment role: speed up the improvement of planning and design;increase financial investment in infrastructure;strengthen the inheritance and protection of traditional opera cultural resources tamping industry support;enhance the participation of non-governmental forces and construct the participation pattern of multiple subjects.
