Linfen,named after "BinLinfen River",is an important birthplace of Chinese civilization and Yellow River civilization,and also an important grain and cotton production base in Shanxi.From Xiangfen Dingcun people's "choosing hills to live in" 100,000 years ago to Hongdong County's large-scale policy-oriented immigration in the early Ming Dynasty,there are inextricably linked with Linfen Water Conservancy.The development of Linfen Water Conservancy started early.Many large-scale water conservancy projects can be traced back to Tang and Song dynasties,and have been developing in Yuan and Ming dynasties.Up to the Qing Dynasty,although the government set up water conservancy officials in the local area,they were mostly part-time.Linfen water resources showed the characteristics of "growth without development".During this period,although the official management of water resources affairs was in a vacuum,the non-governmental water resources autonomous organizations played an important role in local water affairs.The popular water books inside the organization condense the wisdom and behavioral logic of farmers.Outside the organization,different interest groups cooperate and play games around water resources.During the period of the Republic of China,Yan Xishan,a warlord of Jin Dynasty,intervened in Linfen local water resources affairs by administrative means,which played an important role in the development of local water resources affairs.On the one hand,the government promotes the modernization of Linfen water resources by introducing advanced water technology;on the other hand,due to the strong intervention of the government,the interaction between the grass-roots water conservancy autonomous organizations and the government occurs from time to time,which leads to the frequent occurrence of water disputes.The first part of the paper is the introduction,which mainly discusses the reasons for choosing the topic,the significance of the research,the research methods and the summary of the research.The paper is divided into four parts.The first part combs the environmental characteristics and historical characteristics of water resources development in Linfen area;the second part explores the interaction among officials,civilians and gentry in water resources affairs from the perspective of water resources officials in Linfen area in the Qing Dynasty;the third part focuses on the modernization process and social governance of water resources in Linfen during the Republic of China;the fourth part is the conclusion,through the analysis of Qing and the people.The development and evolution of Linfen Water Conservancy and regional differences in the period of the Republic of China further understand the behaviorcharacteristics and consequences of the state and society in local water affairs.For Shanxi,Linfen Water Conservancy Research has its typical significance.Through the study of Linfen Water Conservancy and local society from Qing Dynasty to Republic of China,this paper fully proves the course of modernization of Linfen Water Conservancy,and compares the differences between Qing Dynasty and Republic of China in the aspects of local water administration,water management and water disputes settlement in Linfen.Through the discussion of water resources in this area,I hope it will be beneficial to the development of water resources and social governance.
