It is a special sort of social work in China to provide compensation and preferential treatment in both material and spiritual forms to military members and their families according to law.As a significant part of the Chinese social insurance system,the compensation and preferential treatment work contributes to both the reinforcement of the national defense construction and the maintenance of social stability.The case of Suiyuan Province between 1950 and 1953 is studied in this paper.The main body is divided into four parts to discuss the background of compensation and preferential treatment work,organizations responsible for the work and propaganda activities,concrete forms of the work,and the achievement and drawbacks of it respectively.Led by the Communist Party of China,Suiyuan Province passionately assisted the families of martyrs and military members in production activities in rural and urban areas,implemented compensationpolicies,emphasized on the praise of martyrs,and organized activities in various forms to support the army and to give preferential treatment to military families.Governments of all levels unified social forces to overcome difficulties in order to improve the living conditions of the families of martyrs and military members.The implementation of compensation and preferential treatment has produced far-reaching effects,such as adding harmony to civil-military relations,enhancing the status of military members,and resulting in the social phenomenon that being in the army service is deemed an honor.In spite of certain drawbacks,the compensation and preferential treatment work conducted in Suiyuan Province then could be considered as a success on the whole.Times have changed,and the content of compensation and preferential treatment work is somewhat different in the modern times.Yet the valuable experiences from Suiyuan Province in the early days of the People's Republic of China can still provide guidance and inspiration for our practice today.
