| In the organic social organization,politics,economy and culture are inseparable.In the perspective of the national level,the proportion of the added value of China's cultural industry account for Chinese gross domestic product(GDP)has been increasing year by year since the eleventh five-year plan was put forward and implemented,and then the cultural industry is going to be the new engine of economic growth.From the provincial level,the developmental degree of cultural industry in Beijing,Jiangsu and Guangdong is significantly higher than that of Hebei,Henan and Hubei provinces.In terms of our province,Hubei province has rich cultural resources,but the cultural and economic policy and strategic planning are needed to get further structural optimizing,in order to give full play to its policy of superimposed effect,benchmarking effect and fusion effect.Based on this,December 2012,in order to accelerate the development of digital publishing industry of Hubei province,to promote the construction of strong province in culture,20 million dollars a year from 2013 to 2016 which were arranged to support the development of the digital publishing industry of Hubei province were offered by Hubei Administration of Press,Publication,Radio,Film and Television and Hubei Provincial Finance Service according to the general office of provincial people's government on promoting the development of digital publishing industry opinion(Hubei ZhengBan was sent [2012] number 79)spirit.The project setted the target of combining the government guidance and market,combining content innovation and technology innovation system and mechanism innovation,and strengthening policy support,and creating a good environment for development.And,the project also setted the significant tasks of speeding up the transformation and upgrading of traditional press and publication,promoting construction of industrial base and the park,fostering backbone enterprises,focusing on key projects,and building excellent works and public service system.In brief,in order to promote the transformation,upgrading and steady development of digital publishing industry of Hubei province,the provincial government implemented these measures,such as strengthening the leadership,perfecting the laws and regulations rules,increasing the financial investment,providing the tax revenue preferential policy,boardening the financing channels,paying attention to personnel training,and doing well in service management,and so forth.To strengthen the capital investment and management in cultural industry of Hubei province,and improve the efficient use of financial funds,this paper takes the related date of annual investment of 20 million yuan from 2013 to 2016 as the research sample,proceeding the characteristics of the truth that capital chases the cultural industry and cultural industry chases capital gain,to evaluate the capital gain of the cultural industry which we also call special fund investment performance in our province.Based on the related cultural industry theory,this paper analyses the present situation of the Digital Publishing Industry of Hubei provinc,and then construct the performance evaluation model of digital publishing special funds investment to make clear the influence factors and weights using the Analytic Hierarchy Process(AHP).Based on these,this paper then points out the reasons why and how the special funds are non-efficient.Last but not least,the paper puts forward some comments and suggestions in improving the investmental performance of the Special Funds for the Digital Publishing Industry of Hubei provinc according to the relevant data results and conclusions. |
