As an important concept in the field of Song history,"Priority to the Arts over the Arms" is not only the social atmosphere at that time,but also the cornerstone of the Song Dynasty.The existing research has already dealt with the causes of "Priority to the Arts over the Arms" in the Song Dynasty and its overall evolution trend,but few scholars have in-depth discussion on the specific evolution of the institutionalization of "Priority to the Arts over the Arms" in the early Northern Song Dynasty.This paper analyzes the relevant historical materials of Emperor Taizu,Taizong and Zhenzong and the system under the guidance of each emperor's reign,and then outlines "Priority to the Arts over the Arms" in the early Northern Song Dynasty.The picture of change in the history of political system shows that the Taizu period was the period of thinking and precipitation before the institutionalization of "Priority to the Arts over the Arms".Taizu was intended to advocate a relatively balanced relationship between arts and arms,which embodied "Balancing the Arts and the Arms" in the institutional level;During the Taizong period,"Priority to the Arts over the Arms" prevailed with the improvement of the military management system and the imperial examination system;During the Zhenzong period,the atmosphere of "Priority to the Arts over the Arms" reached its peak,and the system of "Priority to the Arts over the Arms" basically formed.Eventually,it moved toward the institutionalized path of "Separation of the Arts and the Arms".
