The whole Beiyang Navy was wiped out after the Sino-Japanese war of 1894-1895,but the naval construction in the late Qing dynasty was not interrupted.During the period from the war to the establishment of the Republic of China,with the rapid development of the world's navies,the naval construction in the late Qing dynasty was also strongly influenced by the experience of foreign naval construction and gradually moved towards the modernization of the navy.This paper will take the naval development after the Sino-Japanese war of 1894-1895 as the research object,and analyse the naval development from various aspects.In the early period after the Sino-Japanese war of 1894-1895,under the great pressure of coastal defense,the Qing government soon re-established the plan of rebuilding the navy.Efforts towards rebuilding included proactively purchasing ships from Great Britain and Germany,reorganizing and training the BeiYang navy,reorganizing the Fuzhou ship bureau,sending overseas students and restoring the naval school,among other activities.However,with the foreign powers carving up China's military port and the eight-power allied forces invading China,the navy did not play its role in defending the sea border,and the Qing government also lost the confidence to build the navy,which was in a low ebb.Just MaHan's "Sea Power Theory" was introduced into China,greatly influencing the Qing government.The navy construction gradually began to recover,as navy's institution,organization and fleet came under the influence of western modernization.The Qing government's naval activities also became increasingly frequent,and begun to participate in the international ocean conferences,at the same time,got the support of the public.During the XuanTong period,with the support of regent Wang Zaifeng,another wave of naval construction appeared,but it finally disappeared with the collapse of the Qing government.In conclusion,the naval construction in this period made great achievements.However,due to the weak financial foundation of the Qing government and the policy impact of the qing government's emphasis on army over navy,it failed to keep up with the developments and trends of navies around the world.
