Lunan is a multi-ethnic area in the south of Luzhou.From the sixth year of Shenzong Xining to the fifth year of Yuanfeng,three large-scale ethnic minority riots broke out in this area.The Song court calmed down the Yujingjian riots in Xining mainly in a more traditional way;in the early year of Yuanfeng,it turned to the way of suppressing the Luogouyi riots by military ministers;and after the Qidi riots in Yuanfeng five years,the Song court established the Lunan Anfu Department in this area.Since then,the Song Dynasty’s policy toward Lunan has changed from a traditional and relaxed one to a force-based one.Through the study of the three rebellions of Shenzong Dynasty,we can realize that the governance mode of Lunan area in Northern Song Dynasty is a changing process,and then we can have a more detailed and in-depth understanding of the change of minority policy in Southwest of Northern Song Dynasty.
