Reaserch On The Movement Against Three Evils (Corruption,Waste And Bureaucracy) In Bishan County(1951-1952)

The “three antis” movement in Bishan County was carried out under the unified leadership of the Communist Party of China.It was organized and implemented by the Bishan County Committee and launched a campaign against corruption,waste,and bureaucracy.The target of the "three anti" movement is the cadres.In the process of liberating and taking over the administration of the government,in order to promote the development of the cadres in Bishan County,in addition to the cadres dispatched by the superiors,a large number of new cadres were absorbed on the basis of the retention of the old personnel.The cadres of Bishan County,the early revolutionary cadres and the cadres dispatched by the superiors are the core of leadership,the workers and peasants are the key targets for the county cadres,and the old staff enrich the cadres.The county's cadre groups have complex internal structures and diverse levels.With the establishment of the new political power in Bishan County,the efforts of the leader of Bishan County to rectify the cadres and the ideological education of cadres have been ongoing,but the task of work is heavy and numerous,making the cadres of Bishan County rectification and education have not been thoroughly implemented.With the call of the Communist Party of China to carry out the "three anti" movement throughout the country,Bishan County responded positively,systematically and comprehensively reorganizing and cultivating the cadres in this movement.In Bishan County,the "three anti " movement were not carried out smoothly in the initial stage.The main problems lie in the unclear understanding of cadres and the lack of attention paid to the movement.The second is that the masses are afraid of retaliation and dare not participate in the movement.In order to encourage the active participationof cadres and masses and promote the development of the movement,Bishan County decided to play a typical exemplary role by leading cadres to "take off their pants and launch into the water" and attract cadres ' attention.In order to support the masses by setting up a complaint box,holding a complaint conference,and setting up an effective complaint channel for the masses in dealing with complaint letters in the office of "three anti" so as to encourage the masses to take an active part in sports.Through the above measures,we can effectively promote the further development of the movement.With the further development of the movement,a large number of problematic cadres were detected in the movement.Bishan County upholds the principle of "combining reform with punishment,combining seriousness with leniency" to deal with cadres.From the results,the scale,proportion and department ownership of the cadres handled by the government are similar to those of the whole country,that is,most of the cadres are mainly educated and a few of them are punished.The cadres dealt with are mainly concentrated in the economic departments.The types of cadres are mainly new cadres,and the general cadres deal with more.Different cadres have different manifestations in the face of punishment.The "big tiger" with serious problems strongly resists,refuses to hand in the stolen goods and resists the movement,while the "little tiger" with minor problems takes the initiative to hand in the stolen goods and actively participates in the disclosure and prosecution.With the inspection and treatment of cadres,the "three anti" movement in Bishan County has entered the stage of rectification and construction.On the one hand,we should rectify the contingent of cadres.In the movement,the cadres with serious problems should be removed from the cadres,excellent activists should be absorbed to enrich the cadres,and the cadre ranks should be rectified.In this process,we also pay special attention to the rectification and construction of organizations,rectify the ranks of Party members and further strengthen the construction of branches.On the other hand,it plays an important role in ideological education for leading cadres.Through campaigns,we should rectify cadres' ideology,educate them to overcome backward ideas,strengthen their ideals and beliefs,maintain the working style of keeping close contact with the masses and adhere to the life style of arduous struggle.Bishan County has achieved tremendous results in carrying out the "three anti " campaign.Firstly,we consolidated the grassroots political power by rectifying the cadrecontingent.Secondly,it saves a lot of state funds and saves the losses of the state.Finally,we should educate and rectify cadres so that they can set up new ideas and develop good style of work.Although sports have achieved good results,there are still some problems.In order to fulfill the tasks stipulated by the higher authorities in the movement,the phenomena of too large a strike and too strict handling have appeared,which further aggravates the lack of cadres.Although there are some deviations in the development of the "Three Anti-Corruption" Movement,China's initial anti-corruption struggle in the early years of the founding of The People's Republic of China has a very important reference significance and value enlightenment for the current anti-corruption struggle in China,specifically in the following aspects: first,to strengthen the leadership of the Party,adhere to the principle of seeking truth from facts;second,to strictly examine the key points,attach importance to ideological education;third,to link the people We should
