The Negotiations on The Status of Belgium: London Conference,1830-1833,written by Daniella Fridl is chosen from UNFINISHED BUSINESS: why international negotiations fail. This article tells the tragic fate of Belgium and Netherlands at the control of European powers in the 19 th century. The author takes the London conference as an example to analyze the negotiation process and the reasons for the failure of London conference, aiming to provide valuable lessons for future negotiations. The Chinese translation of this English article not only allows Chinese readers to understand this little-known history in detail, but also enrich the negotiation research in China, hoping to bring new ideas to Chinese negotiators. This translation report mainly explores the translation of texts related to international negotiations under the guidance of Chinese and Western cultural linguistics.Humboldt,Sapir and other linguists believe that there is inseparable relationship between language and culture.Culture affects language and language reflects culture. The branch of cultural linguistics in China is more specifically combined with China's cultural background and focuses on the unique aspects of Chinese social culture.Under the guidance of Cultural Linguistics, the translation of English texts on international negotiation will consider more about cultural factors to make the translation more compatible with Chinese readers.Being unfamiliar with the history of London Conference, the translator has done a lot of preparation and read relevant materials. As a typical argumentation, the author often uses long sentences to express her views or clarify the truth, and vivid words are also used to express her strong personal feelings. Therefore,to make the translation more in line with the characteristics of Chinese culture, following translation techniques are used.At the lexical level, precise word selection, conversion of part of speech, use of four-character and free translation are discussed. At the syntactic level, long sentence segmentation, reorganization of long sentence and reversion of sentence order are utilized. However, considering only cultural factors is not enough. The translator hopes that more people will explore the English-Chinese translation of articles related to international negotiations from different angles in the future.
